NORTHWEST INDEPENDENT SCHOOL DISTRICT Job Title: Director of Construction
Reports to: Executive Director of Construction

Date Revised: 05/2024Primary Purpose:
Coordinate and assist planning and construction departments in managing bond projects including new construction and renovations and additions to existing facilities. Assist in the coordination and management of all new construction and renovation projects in the district, ensuring compliance with architectural and engineering drawings of record, as well as planning and zoning requirements. Provide guidance, assistance, support and direction while managing the Construction Managers and Specialists. Participate, present, and engage in district leadership meetings. Major Responsibilities and Duties:
Provide management and coordination of all construction projects for the district.
Manage and mentor NISD Construction Managers and Specialists assisting with projects, in accordance with District and Department policies and applicable laws.
Manage construction work with all district departments to achieve on-time opening with minimum inconvenience to the campus or facility.
Manage relationships with city, county, state, and federal officials to verify conformity with codes and ordinances regulating district construction projects.
Oversee on-site inspections of construction projects to verify conformance with NISD Standards, construction documents, program needs, ordinance requirements, and document specifications.
Develop project-specific work plans and supervise various internal and external teams.
Inspect, review, and advise appropriate personnel regarding scope of work, value engineering, cost estimating, and budget development on various projects.
Work collaboratively with the construction and planning departments to serve as a liaison to architects, engineers, and consultants.
Participate, as needed, in the selection process of architects, engineers, and consultants for each construction project.
Make routine visits to active construction projects and communicate noticeable challenges and solutions.
Attend various project development, construction meetings or partnering sessions.
Review requests for payments from contractors for approval by the Executive Director of Construction.
Work collaboratively with the Construction Specialists to supervise warranty correction work, conduct walk-through inspection, and make final warranty checks before the end of warranty period.
Work collaboratively with the Construction Specialists to verify compliance of final closeout procedures and documents for the general contractors, architects, and engineers.
Coordinate the transition of building operations from the general contractor to NISD upon acceptance of a facility.
Assist the construction department in the asbestos abatement program for the district.
Represent Northwest ISD and comply with all professional conduct policies when dealing with architects, contractors, vendors, and district personnel.
Support, coordinate, and communicate with other department staff as necessary.
Maintain confidentiality.
Perform other duties as assigned. Supervisory Responsibilities:

Frequent district wide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects.
Work around machinery with moving parts.
Work on ladders or scaffolding.
Continuous lifting, carrying, dragging.
Continuous reaching above shoulder level
Frequent driving of vehicles
Frequent bending and squatting
Continuous walking
Continuous standing

Qualifications:

Qualifications:
Bachelor’s degree in a construction related field preferred.
Minimum of 5 years of experience in architectural planning, facility design, or construction management, with at least 3 years of experience in educational construction preferred.
Strong communication and collaboration skills, with the ability to effectively engage and influence diverse stakeholders.
Strong organizational, communication, management, and interpersonal skills
Knowledge of project planning, construction processes and principles.
Knowledge of mechanical and electrical design and installation
Knowledge of health and safety regulations
Knowledge of building codes, zoning ordinances, accessibility standards, and the inspection certification process
Ability to follow written instructions.
Proficiency in Windows Office Platform and Google Docs.
Knowledge and understanding of school district policies.
Knowledge and understanding of construction project financial procedures.
Successful experience in an office setting, specifically in either school district and/or construction related field.
Excellent hearing and vision.
Ability to read blueprints, CAD and schematics.
Ability to conduct on-site inspections of all district facilities.

Salary Range:

$94,752 - $128,970
