Department Number/Name: 0-0262-000 / Emergency Management College Division: Administrative Services-Physical Plant Salary Plan : Administrative Job Code/Title: 4450 / Emergency Management Coordinator I Hiring Salary/Salary Range: $56,966 - $60,000 Position Number: 00050961 ORGANIZATIONAL SUMMARY: USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan. On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space. USF's Department of Emergency Management (EM) is a university-wide function that coordinates activities to protect, prevent and mitigate against; respond to; and recover from disasters and emergencies affecting the university. Using an all-hazards approach, USF EM coordinates emergency operations to enhance a safe and secure environment at USF that is conducive to living, learning, and working. USF holds accreditation by the Emergency Management Accreditation Program (EMAP), one of fewer than 10 universities in the country with this national recognition for emergency preparedness. POSITION SUMMARY: Emergency Management Coordinator I coordinates and supports activities related to the prevention, protection, mitigation, response, and recovery programs for USF. This position reports to the Director of Emergency Management. This position may report directly to an Emergency Management Coordinator II or Ill. The Emergency Management Coordinator I assists with the development and coordination of emergency management training opportunities and public outreach initiatives; the development and coordination of emergency notification system drills; and the creation and maintenance of the university's emergency plans, including the Comprehensive Emergency Management Plan and Continuity of Operations Plans. This position may develop and prepare program reports. The work is directly related to the continuing operations of the university and requires the exercise of independent judgment and discretion with regards to matters of significance, in this case the safety of the university, students and employees during an emergency. The position qualifies for the administrative exemption. RESPONSIBILITIES: Prepares, develops, and revises emergency plans, standard operating procedures, and reports in accordance with the FEMA National Incident Management System (NIMS), Emergency Management Accreditation Program (EMAP) standards, University policies and procedures, and professional standards in emergency management. Collaborates in the development, coordination, facilitation, and evaluation of university and department emergency exercises, drills and training in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). At the conclusion of exercises and actual emergencies and disasters, develops After Action Reports (AAR) and Improvement Plans (IP) in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). Assists management in the implementation of the university's Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plans, Essential Personnel program, and other emergency management plans and programs in partnership with university stakeholders. Assists with the management of the University's Emergency Notification System and the coordination of system tests. Assists with the management of the emergency operations software and technology. Develops, coordinates, and hosts public outreach initiatives to train university students, faculty, and staff on preparedness and emergency response procedures. Provides coordination and support during actual disaster and emergency operations, both on-scene and from the Emergency Operations Center. Serves as university representative/liaison to federal, state, regional and local agencies associated with emergency management. Performs other duties as assigned. POSITION QUALIFICATIONS: MINIMUM: This position requires an Associates Degree in a related field and 1-2 years of experience in emergency management, public safety, or related field. Progressive experience in emergency management involving prevention, protection, mitigation, response, and recovery may be substituted for the Associates Degree. Completed Incident Command System (ICS) 100, 200, 700, & 800. PREFERRED: Bachelor's Degree in related field. Florida Associate Emergency Manager or Florida Professional Emergency Manager certification. Completed ICS/G300 and 400. SPECIAL SKILLS/TRAINING:

  • Knowledge of the National Preparedness Goal (NPG), National Incident Management System (NIMS), Incident Command Structure (ICS), and Homeland Security Exercise and Evaluation Program (HSEEP).
  • Knowledge of emergency management accreditation standards and programs.
  • Ability to communicate clearly, concisely, and effectively with agency representatives at all levels, emergency personnel, and community members during training, exercises, and actual emergencies.
  • Strong critical thinking and problem-solving abilities in order to make assessments and judgements needed during times of stress and chaos.
  • Effective time management and organizational skills to sort through a great deal of information in a short amount of time and prioritize tasks while maintaining efficiency and attention to details.
  • Productive project management abilities to use specific knowledge, skills, tools, and techniques to effectively obtain a goal.
  • Ability to analyze and understand large amounts of information and data.
