The Planning and Development Department is actively seeking a Permit Assistant.

This is administrative support work in the review and processing of building permits in compliance with applicable City ordinances and building and zoning codes. The work requires knowledge of the rules and regulations governing the issuance of building permits which is gained through specialized training and job experience. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is semi-routine in that tasks are covered by procedures and precedents involving a variety of situations, and requires some decision-making in choosing the appropriate method, technique, or procedure to follow. The work is patterned involving similar situations and generally requiring only the choice of the correct procedure. Work is performed in an office environment. Operates standard office equipment such as personal computers. The physical demands consist mainly of sitting or standing at a workstation for extended periods of time. The work is performed under general supervision with varied work assignments and, although subject to standard practices and procedures, some latitude is permitted in setting priorities subject to superior's approval.

Examples of Work

  • Answers questions and explains permit requirements to customers and telephone callers.
  • Tracks payments, records judgments, and satisfaction of judgments, and prepares and files cases with the Clerk of Courts and the Municipal Code Enforcement Board.
  • Provides clear expectations on procedures and regulations to builders, developers, financial institutions, and governmental agencies.
  • Verifies permit fees for payment to the Tax Collector’s Office.
  • Performs data entry to maintain permit, complaint, violation, and inspection information for all trades.
  • Ensures all documents are in permit package, scans package for digital storage and performs quality control on scanned documents prior to input into digital storage software.
  • Creates and converts documents for section 508 compliance
  • Resolves customer complaints. Assigns and monitors work of lower-level employees.
  • Processes and responsible for incoming and outgoing BID mail.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and related software applications including Adobe Pro, Microsoft Word to advance Section 508 compliance.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the laws, rules, and regulations governing the issuance of building permits.
  • Knowledge of customer service practices and procedures.
  • Ability to input data into computer terminal with accuracy.
  • Ability to read and interpret building codes and construction plans.
  • Ability to explain permitting laws.
  • Ability to make and verify mathematical calculations
  • Ability to analyze and/or review building permit submission files and records for accuracy and compliance with appropriate building codes, policies, and submission procedures.
  • Ability to interview and gather information from customers, contractors, and general public.
  • Ability to establish and maintain working relationships with other employees and the general public.
  • Ability to communicate effectively both over the phone and via email.
  • Ability to operate standard office equipment such as personal computers using word processing, spreadsheet, database, and related software applications including Adobe Pro, Microsoft Word to advance Section 508 compliance.
  • Ability to establish and maintain information, records, documents, and file systems.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Two years of education and/or experience in clerical work.

  • Six (6) months of processing permits for building construction preferred.

NOTE : For the purpose of this job specification, “Building Permit” means any permit issued by the construction trades activities to include building, electrical, plumbing, sign, site clearing, roofing, mobile homes, and mechanical permits.



OTHER REQUIREMENTS: The probationary period for this classification is six months.
