PSE's Gas Operations team is looking for qualified candidates to fill an open  Pressure Control Supervisor  position!


Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Overall responsibility for safe operation and maintenance of the gas delivery infrastructure related to system pressure, odorization and alternative fuels.

 

Responsible for gas safety compliance work and compliance with PSE’s Gas Operating Standards and Gas Field Procedures when engaged in operating, maintaining, constructing or engineering PSE’s natural gas system. Promotes and supports a culture of total safety.

 

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

 

This job is under federal regulation by the Department of Transportation (DOT) and is subject to pre-employment and random drug screenings that include screening for the presence of marijuana and marijuana metabolites. 

Job Responsibilities

  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Monitors workload, accuracy, productivity and staffing levels to ensure operational efficiencies and departmental goals are met.
    • Provides training and testing to meet on-going training requirements.
    • Ensures that all work is performed in accordance with PSE standards, procedures, state and federal codes.
    • Evaluates staffing resources to ensure operational efficiencies including shifts and staffing levels.
    • Ensures gas compliance dates are met and related records are accurate.
  • Provides leadership in response to emergencies, such as over pressure situations, to ensure employee and public safety.
  • Works with customers and governmental agencies to resolve issues.
  • Provides field expertise for Standards and Compliance, Gas System Integrity, Gas System Engineering, Major Projects and PSE’s service providers.
  • Maintains the gas system regulation, relief, and all associated equipment to provide proper system pressures in the gas system.
  • Maintains proper odorization levels in the gas system. 
  • Assists in the development of gas related standards, procedures and policies. 
    • Works with standards and compliance to provide input on the development and review of associated documentation.
  • Provides support and expertise during WUTC (Washington Utilities and Transportation Commission) audits.
  • Develops system enhancements and refines procedures.
  • Assists with creation, review and management of O&M (operations and maintenance), capital and departmental budgets.
    • Performs annual O&M and EOP manual review for the LNG (liquefied natural gas) and LPG (liquefied petroleum gas) plants. 
  • Represents PSE in the alternative fuel vehicle arena. 
  • Oversees all field operations related to PSE’s Cold Weather Action Plan.
  • Responds to and provides leadership in gas emergencies 24X7 as Gas Operations Duty Supervisor.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in engineering, applied physics, electro-mechanical technology, or other related degree; or combination of education and/or experience equivalent to 5 years utility/business relevant work including financial management, operations and/or planning.
  • Technical schooling/training specific to area of responsibility (such as pressure control, instrumentation or fitter school) or within 2 years of hire.
    • Pressure control/instrumentation school or equivalent.
    • Western Gas Measurement Short Course, American School of Gas Measurement Technology or Canadian Gas Association Measurement School or equivalent as determined by Manager/Director.
    • NIMS – Incident command training.
  • Demonstrated skills leading and developing personnel in a collaborative work environment and managing projects.
  • Strong teamwork, coaching, and organizational skills and an aptitude for process improvement.
  • Demonstrated experience in collaborating with a wide range of internal and external customers.
  • Demonstrated safety leader.
  • Ability to work independently and with teams.
  • Strong business acumen including the ability to organize/prioritize/evaluate work and within budget constraints.
  • Excellent communication skills, both verbal and written.
  • Computer skills including MS Office Suite.

Desired Qualifications

  • Experience in instrumentation/controls.
  • Basic understanding of pressure regulation, instrumentation, communications, electronic devices associated with gas meters, and applications.
  • Thorough knowledge of gas operations, gas operating standards, field and emergency response procedures and cold weather response.
  • Knowledge of PSE rules, tariffs, and field procedures.
  • Knowledge of gas measurement theory and application, knowledge of metering, gas meter types, testing and repair best practices.
  • Thorough knowledge of PSE’s policies, processes and programs.
  • Comprehensive understanding of construction practices, operations and safety standards.

The pay range for this position is $80,800.00 - $195,400.00, and this position is eligible for annual goals based incentive bonuses.
