Summary About the Position: As Chief, Civil Works Programs and Project Management Branch, is responsible for reviewing and analyzing current year Civil Works and Interagency programs of the district (construction, operation, maintenance, real estate, engineering, planning) to determine progress made, and checking obligations and expenditures against previously established schedules in connection with programming and budgeting function. Responsibilities Manages Civil Works Program in accordance with current USACE regulation and law. Manages Interagency Program in accordance with current USACE regulation and applicable policies. Prepares budgets for programs to meet project requirements and policy. Prepares, reviews, and submits accurate reports to stakeholders, leadership and higher headquarters. Completes necessary supervisory tasks to assess, provide feedback, and develop subordinates. Manages and directs acquisitions through entire lifecycle from scope development to closeout. Oversees and manages schedule, cost estimating, and risk throughout project lifecycle. For the Program Manager, GS-0340-14, you must possess one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes management of projects to include the development/management of budget, schedule, and risk for individual projects; development of acquisition strategies, scope, and source selection; management of civil and or interagency programs and budget requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
