Summary About the Position: As Chief, Civil Works Programs and Project Management Branch, is responsible for reviewing and analyzing current year Civil Works and Interagency programs of the district (construction, operation, maintenance, real estate, engineering, planning) to determine progress made, and checking obligations and expenditures against previously established schedules in connection with programming and budgeting function. Responsibilities Manages Civil Works Program in accordance with current USACE regulation and law. Manages Interagency Program in accordance with current USACE regulation and applicable policies. Prepares budgets for programs to meet project requirements and policy. Prepares, reviews, and submits accurate reports to stakeholders, leadership and higher headquarters. Completes necessary supervisory tasks to assess, provide feedback, and develop subordinates. Manages and directs acquisitions through entire lifecycle from scope development to closeout. Oversees and manages schedule, cost estimating, and risk throughout project lifecycle. You will receive credit for all qualifying experience, including volunteer experience. For the Program Manager, GS-0340-14, you must possess one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes management of projects to include the development/management of budget, schedule, and risk for individual projects; development of acquisition strategies, scope, and source selection; management of civil and or interagency programs and budget requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Human Resources Management Program Management Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
