Job Description - Project manager park / development

The Project Manager is responsible for assisting the President and Executive Vice President in the project management of the Ralph Wilson Jr. Centennial Park project as well as the implementation of BUDC’s Race For Place efforts to improve downtown’s public realm. Responsibilities include: facilitating various infrastructure development projects in the City of Buffalo; maintaining relationships with key public sector agencies, economic development organizations, project funders and foundations and small businesses; assisting private entities in achieving successful redevelopment projects; grant writing and project coordination.

Principal Functional Responsibilities:

Project Management (approx. 40%)

· Assist with day-to-day project management related aspects Ralph Wilson Centennial Park (“Wilson Park”).

· Assist in preparing work scopes and solicitations for consultants, contractors and other third-party work efforts.

· Manage consultant, contractor and other third-party work in the areas of design, environmental studies, urban planning, and construction.

· Prepare appropriate documentation, memorandums, and presentations for approvals by senior management, governing committees and boards for development projects.

· Project tracking and follow up.

· Emphasis on equity and inclusion in projects and BUDC initiatives.

Grant Research, Writing & Management (approx. 40%)

· Manage various grant agreements including grant disbursements, financial tracking, reporting and compliance with grant requirements.

· Provide support for various grant agreements including grant disbursements, grant draws and compliance with grant regulations as needed.

· Provide support for grant reports and manage other requirements of funding contracts received by BUDC, including budget, invoicing and financial tracking as needed.

· Research and potential grant opportunities and prepare timely grant applications for BUDC and projects that assist in implementing the development of Wilson Park.

Project Coordination and Stakeholder Outreach (approx. 20%)

· Manage and provide support for downtown and waterfront area infrastructure and streetscape improvements, as well as downtown placemaking initiatives.

· Assist in facilitation outreach and coordination with the City of Buffalo, elected officials, neighborhood residents, community organizations, small businesses and other stakeholders.

· Organize and coordinate materials and information for community stakeholders and or public outreach, as needed.

· Maintain cooperative working relations with City of Buffalo Department of Public Works & Permits & Inspections, local businesses, utilities, public officials, public and civic groups, and economic development organizations.

· Maintain a working knowledge of economic development incentives offered by BUDC, City of Buffalo, ECIDA, Empire State Development and other economic development organizations in the Buffalo region.

Qualifications:

· Education/Degree: Bachelor’s Degree in Urban Planning, Architecture, Engineering, Real Estate Development or related fields. Masters degree preferred.

· Experience: Minimum of three (3) years experience in Urban Planning and/or Project Management. Experience in Grant Management, Urban Planning and/or Economic Development (including project management & financial incentives) desirable.

Supervisory Responsibilities:

No employees will report to this title, but the Sr. Project Manager will be responsible for supervising “third party” consultant work efforts on infrastructure and planning related projects.

· Capability to work with senior level business executives, project funders and municipal leaders

Residency Requirement:

As a condition of employment, all applicants must be a domiciled resident of the City of Buffalo within ninety (90) days of appointment and maintain residency during their tenure with the Buffalo Urban Development Corporation.
