Job Description - Senior Procurement Officer

Senior Procurement Officer Location Phoenix, AZ (Central City area) : Posting Date 05/10/24 Application Deadline 05/15/24 Pay Range $52,000 - $76,000 annually Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is not eligible for overtime compensation. Job Type Unclassified Department Facilities Management About the Position The Senior Procurement Officer role consists of conducting research, drafting, bidding, monitoring, and overseeing service, commodity, and construction contracts. The position involves developing contract specifications, ensuring compliance with procurement policies, and managing procurement activities up to $100,000. Effective communication, problem-solving, and adherence to ethical standards are essential for this role. Additionally, obtaining CAPA certification within three months of hire and possessing or acquiring a valid Arizona driver's license are required qualifications. About Us As the landlord for all facilities owned by Maricopa County, the Facilities Management Department is responsible for the planning, design, construction, maintenance, and operations of more than 200 facilities comprised of over 10 million square feet.   • We Require
    • Bachelor's degree in Purchasing, Business Administration, Material Management Public Administration, Finance, Supply Chain, or a related field.
    • A Certified Agency Procurement Aide (CAPA) within three months of hire
    • A combination of post-secondary education and job-related experience may substitute for the minimum qualifications on a year-for-year basis

    • Experience working with BidSync, and CGI Advantage systems
    • Two years of experience in procurement activities of a high-volume governmental agency
    • Master of Public Administration degree. Certified Procurement certification. Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) certification
    Job Contributions
    • Develops specifications for contracts under Maricopa County Procurement Code by conducting research, interviewing customers and vendors, analyzing, and compiling data
    • Understands and effectively utilizes contract terminology
    • Assists County staff regarding contractual issues
    • Schedules, organizes, facilitates, and conducts various meetings: pre-bid and post award; bid and RFQ: contract meetings with vendors
    • Functions as liaison with the Office of Procurement Services (OPS) for Article 3 and Article 5 contracts
    • Works with Office of Procurement Services to make appropriate changes, modifications, and updates to contracts on a regular basis
    • Monitors and enforces contract compliance for Article 3, and Article 5 County Contracts
    • Manages procurement activities of up to $100,000 through Periscope
    • Interprets and enforces procurement policies; trains and advises FMD divisions, contractors, vendors, and others regarding contracting and procurement practices
    • Analyzes bids as submitted by the Office of Procurement Services; makes recommendations on award
    • Develops solutions and approaches to problems through data analysis; recommends the modifications of programs and services based on data analysis
    • Issues purchase orders and procures goods and services for FMD using guidelines as outlined in Maricopa County Procurement Code, keeping within approved dollar ranges
    • Obtain CAPA certification and works as backup for procurement card (pcard) transactions and reconciliations
    • Negotiates and oversees large and complicated purchases and contracts for a department
    • Prepares more complex service contracts, contract amendments, and related documents for a department
    • Coordinates a department's large and complex solicitations and award procedures through required processes
    • Reviews contracts and agreements for technical accuracy and compliance.18
    • Works with Procurement Services and legal to resolve complex procurement and contract issues
    • Develops specifications for contracts following County Procurement Codes
    • Monitors payment and contract files, assuring compliance with policies and procedures

    Working Conditions
    • Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
    • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
