What You Will Do:

  • Manage construction projects under the general supervision of a professional engineer

  • Inspect and assists Construction office in the inspection of projects to ensure compliance with plans and specifications, special provisions under the general supervision of a professional engineer

  • Review design of all necessary changes to projects to ensure construction methods will achieve plan intent

  • Act as lead worker by providing work direction and training to lower-level engineers and project inspectors

  • Review the need for and initiate all Change Orders on assigned projects

  • Assist in the negotiations for Extra Work and new items of work

  • Recommend postponement of Completion Dates and assessment of Liquidated Damages

  • Review Progress Schedules and schedule updates

  • Review Value Engineering Change Proposals

  • Monitor project utility coordination on projects

  • Review and approves construction diaries

  • Review material testing reports

  • Maintain project documentation files

  • Process contractor pay estimates

  • Ensure proper sampling and testing of materials on projects

  • Ensure all documentation is completed to finalize projects

  • Participate in the Dispute Resolution and Claims Preparation process

  • Make recommendations regarding the acceptability of workmanship and materials

  • Assist in the assignment of construction personnel to properly staff projects

  • Meet with public to resolve issues and complaints

  • Conduct and participate in construction project meetings (preconstruction meetings, progress meetings, partnering meetings, etc.)

Official Position Description:

Manages multiple, complex construction projects in Construction (e.g., new location, new alignment, multi-lane &/or bi-directional reconstruction & major structures) under the general supervision of a registered professional engineer; reviews design of all necessary changes to project(s) & ensures construction methods for all aspects of project(s) will achieve plan & specification intent. Performs engineering calculations (e.g., reviews cost analysis, force accounts, & reviews critical path management progress schedules); tracks project submittals from contractors. Acts as lead worker by providing work direction & training to lower-level transportation engineers, project engineers, & support personnel (e.g., reviews & approves construction diaries, inspection & material test reports; ensures all documentation is completed to meet finalization goal). Reviews & analyzes project plans using a computer & related software (e.g., computer-aided design & drafting (CADD)) to determine plan intent & discover errors & omissions in order to ensure contract compliance while lessening the cost & delays resulting from plan errors & discusses change requests with contractors as needed. Reviews design &/or designs all necessary changes to projects. Analyzes, prepares cost justification & enters change orders using a computer & related software (e.g., SiteManager).


Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met (e.g., fills out forms & ensures completed forms are returned to assigned CCO). Performs project finalization for projects which have been involved with the contract administration or as otherwise directed by supervisor.


Performs other job-related duties as requested by supervisor (e.g., attends training seminars; provides training at construction schools; represents department at Public Inquiry Meetings; testifies in court on matters related to project).

Qualifications


Bachelor's degree in engineering; valid certificate as Engineer-In-Training issued or accepted as equivalent by Ohio Board of Registration for Professional Engineers & Surveyors; 2 yrs. engineering related experience.



  • Or Valid certificate as Engineer-In-Training issued or accepted as equivalent by Ohio Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 1, 85641.

  • Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

If operating a state-owned vehicle, must provide proof of valid driver's license OR must provide own transportation.
