General Description and Classification Standards

The Watershed Construction Maintenance Worker II (Operations) - Pipe Welder is a lead worker for semi-skilled, construction and/or maintenance work to support a variety of drinking water or distribution, and system activities. Operates hand and power tools, light to medium construction equipment, etc., and is part of a larger crew working with skilled trade employees (experienced), equipment operators, technicians, and crew supervisors. May also work alone or act as a lead worker on a crew for construction or maintenance activities. May assist in training, orientation, or observing junior associates, apprentices, or semi-skilled employees.

Supervision Received

Works under direct supervision and follows standardized procedures and written/verbal instructions to accomplish assigned tasks; may assist in training, orienting, or observing lower-level associate, apprentice, or semi-skilled employee in the group.

Essential Duties & Responsibilities  

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Completes assigned work orders correctly and on time.
  • Works with supervisor to prioritize work orders.
  • Works in a safe and organized manner to ensure safety for self, crew, and the public.
  • Works as part of and/or leads a crew to:
    • inspect and repair water or sewer mains.
    • place flags or cones to control traffic in case of water main breaks.
    • make water taps on water mains.
    • install tailpieces on water mains.
    • locate water service connections and water main lines.
    • mark service connections on water mains and/or sewer mains
  • Must be able to read and interpret maps and plans, as required.
  • Must be able to weld rigid pipe materials such as iron, carbon steel, and/or stainless steel. 
  • Must be able to push/pull, lift, or carry up to 50 lbs., but may occasionally push/pull, lift, or carry up to 100 lbs.
  • Subject to repetitive use of hands/arms, and legs, hand/eye coordination,
  • Must be able to communicate (hear, comprehend, and speak) to safely perform work,
  • Lay out, position, align, and secure parts and assemblies prior to assembly, Weld together metal components of products such as piping systems, plates, pipes, and tube or structural shapes, as specified by layout, blueprints, diagram, work order, welding procedures, or oral instructions, using electric arc-welding equipment.
  • Required to use hands to grasp, lift, handle, carry or feel objects on a frequent basis.
  • Follows assigned route/schedule, advises customer of installation, records meter number and other required information, and time it took to complete job.
  • Secure pipes to structure with bracket, clamps, and hangers, using hand tools and power tools.
  • Checks utility truck to ensure proper equipment and tools are present and in working order.

Generally, operates under the specific direction of crew supervisors. May assist in the task of guiding work of less experienced employees. Selects from multiple standardized procedures, written instructions, and methods to accomplish assigned tasks. 

Leadership Provided

Ability to work productively on a team and provide guidance to lower-level team members as needed. 

Knowledge, Skills & Abilities

  • General site safety of water operations and maintenance, methods, products, tools, and equipment used in water maintenance and construction work.
  • Operates a variety of light to heavy power equipment (vactor truck, backhoe, excavator) and maintenance of tools and equipment (pumping equipment, hydraulic excavator, concrete socket)
  • Understands and applies DWM policies, procedures, and regulations.
  • Develops and maintains positive working relationships with customers.
  • Maintains records, creates reports, and documents work status with photos and data.
  • Works after normal working hours, as required.
  • Resolves heavy equipment issues (sewer)
  • Communicates with customers to successfully address issue.
