POSITION DESCRIPTION: Plan, analyze, balance, and coordinate state and federally funded projects within the District's Work Program in accordance with the Work Program Instructions and the appropriate Federal Transportation Act, section 339.135, F.S. Review and program all cost adjustments in current and prior years for all highway; bridge; planning; safety; freight, logistics and passenger operations (FLP); and maintenance projects to ensure the Work Program is producible. Maximize use of federal fund programming on projects in current and future years. Ensure federally funded projects are scheduled in accordance with the assumptions in the Annual Federal Obligation Plan (Obligation Authority - OA) and the Advanced Construction (AC) plan, and maximize the OA plan through strategic use of revolving AC funding. Monitor the Work Program to ensure appropriate funds are assigned to eligible projects and all phases of work are correctly programmed prior to initiating authorization requests. Ensure timely processing of necessary documents to authorize federal project phases. Coordinate the resolution of issues with the Central Office Work Program Office, Office of the Comptroller (OOC), along with all related/affected offices within the District.

 

Review and balance state and federal overruns. Prepare and maintain the balance of state and federal funds to appropriated budget for current year using various reports such as the Production Accomplishment Report (PAR), Work Program/Budget/FLAIR Comparison Report, Project Cost Sufficiency (90/10) Report, and Cost Allocation impacts to Financial Commitments Report. This is accomplished through various financial databases such as Financial Management System (FM), Work Program Administration (WPA), Project Cost Management (PCM), and Florida Accounting Information Resource (FLAIR). Monitor the status of cost estimates, supplemental agreements and various federal billing reports as required to ensure problems are identified and corrections are promptly made. Research and analyze federally funded projects for cost overruns in excess of project agreements, projects inactive for six months or more, and monitor other applicable reports to ensure all eligible costs are promptly billed. Ensure excess federal obligations on ongoing and completed projects are promptly deobligated for use on other projects and request modifications of project agreements. Manage the District's Roll Forward program, including but not limited to, report creation, distribution, and project updating. Close and balance projects when complete. Ensure appropriate documentation is compiled and submitted to the Central Federal Aid Programs Office for federally funded projects in or near the final voucher process.

 

Participate in the development, coordination, and maintenance of the District's Tentative Five-Year Work Program. Monitor funding sources to maintain balanced levels compatible with the Work Program Instructions formulated by Central Office, in conjunction with the Work Program Administrator. Monitor the use of federal funds attributable to urban areas to ensure that mandatory obligating authority percentages are met in accordance with the appropriate Federal Transportation Act. Monitor the programming of state and local match requirements to ensure compliance with federal and state requirements and program guidelines. Recommend necessary revisions due to changes in funding levels. Manage all District-managed programs/funding, as well as statewide-managed funding once allocated/assigned to the District. Monitor the District's maintenance programming to ensure compliance with all requirements. Participate in Tentative Work Program reviews.

 

Serve as an advisor, analyst and planner in providing technical assistance, conducting research analysis and preparing and maintaining various management reports and graphics based on data contained in and related to the Work Program for the District Work Program Administrator, District Secretary, Directors, other areas within the agency, local government agencies, and officials. Manage the Work Program portion of the District's Advanced Production Plan (APP). Act as a liaison with the FHWA for audits and facilitate coordination with the Central Federal Aid Programs Office and the Federal Highway Administration (FHWA) to resolve issues and improve efficiency of the federal aid process. Provide training to District employees as needed.

 

Monitor and balance all fiscal year end activities. Prepare required reports for fiscal year end close out activities, including but not limited to, roll forward, manual roll forward, and budget realignment. Assist with certified forward as needed.

 

Monitor and provide guidance for the State Transportation Improvement Plan (STIP) and the Metropolitan/Transportation Planning Organization's (MPO/TPO), Transportation Improvement Plan (TIP) to ensure information is accurate and ready for federal project authorization. Coordinate the processing of TIP and STIP amendments with MPO/TPO liaisons as needed.

 

Act as a liaison with the District Emergency Coordination Officer, the Central Federal Aid Programs Office, the Office of the Comptroller (OOC) and the District staff during emergencies and natural disasters to ensure projects in the Federal Emergency Relief Program are promptly and properly programmed in the Financial Management system (FM). Ensure the required federal paperwork is prepared and timely submitted and complete any other actions required to obtain maximum federal participation on emergency projects.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Department’s Five-Year Transportation processes, budget processes and production management processes; technical terms and concepts in the field of transportation. Ability to understand how the financial processes of work program, budget and comptroller relate to each other. Knowledge of state and federal programs as they relate to work program; FHWA policy and procedures; the Department's financial management systems and the FHWA management systems. Working knowledge of budget management and reconciliation. Ability to perform mathematical calculations; train department staff on work program processes, procedures, and reports. Advance knowledge and skills in Microsoft Word, Excel, and PowerPoint. Ability to interpret and apply rules, laws, and policies to day-to-day work; independently analyze data issues, develop reports and problem solve; Produce multiple scenarios to resolve programming problems. Skilled in using computers and communicating by e-mail. Ability to communicate effectively, both verbally and in writing, and with all levels of staff and management; set up and effectively run meetings, teleconferences, videoconferences, and workshops; work independently, set priorities and meet deadlines, and multi-task.

 

OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies.

 

MINIMUM QUALIFICATIONS: A Bachelor’s degree from an accredited college or university and three years of relevant employment experience. Post-graduate education from an accredited college or university may be substituted for employment experience on a year-per-year basis. Relevant experience, such as Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education.
