The South Dakota Department of Agriculture and Natural Resources is looking for a well-qualified Environmental Engineer or Environmental Scientist with a demonstrated interest and ability in leadership to lead a team of individuals responsible for implementing certain portions of the state's Surface Water Discharge permitting program (commonly referred to as the NPDES permitting program). This is a Team Lead position. This is an excellent opportunity for an environmental engineer or environmental scientist with an established background in NPDES permitting to demonstrate existing leadership skills while honing those skills in a formal leadership role. The person hired for this position will lead a team of engineers and scientists responsible for: reviewing and updating statewide general permits; tracking permit status and other programmtic data; overseeing inspections performed by staff; writing and reviewing inspection reports; preparing enforcement documents when necessary; conducting education and outreach directed at consultant engineers, contractors, local government officials and other program partners; performing staff development through formal and informal training as well as the performance of other duties commonly associated with a first-level supervisor of a statewide water quality permitting program. This is a "working supervisor" role, the selected individual will not only be responsible for directing the day to day activities of a team of engineers and scientists, but will also be expected to "roll up their sleeves" and "get their boots dirty" performing the full range of duties of the team they lead.   • updating statewide general permits;
  • organizing and directing staff workload;
  • providing guidance, training and support to staff;
  • collaborating within the Program and throughout the Department to meet stated objectives;
  • completing and reviewing inspection reports, and working to achieve voluntary compliance;
  • tracking progress and preparing reports for submission to program partners;
  • working with municipalities in South Dakota to improve the surface water quality through education and outreach;
  • providing assistance to other teams within the Water Quality Program as necessary, and of course, other duties as assigned.

Successful candidate must be able to sit, stand, traverse rough and uneven terrain, negotiate stairs, ladders and other obstacles commonly found in the industrial, manufacturing, agricultural and construction work environments. Most work will be performed in an office setting though field work will be performed indoors and outside in the full range of temperature and weather conditions. Field work and attendance at training events and conferences will require in and out of state travel. Licenses And Certifications To be considered for the Environmental Engineer Manager 1 career band, applicants must be a licensed professional engineer. For the Environmental Scientist Manager 1 career band preference will be given to individuals with an advanced degree or professional certifications such as CPESC, CPSWQ, or similar. The Ideal Candidate Will Have Our ideal candidate is someone with at least four years of experience in a state NPDES permitting program. The ideal candidate will have experience in a variety of industries and permit types including several of the following: municipal, industrial or construction stormwater; biosolids; municipal wastewater; industrial pretreatment and others. This person will have some experience providing training internally or externally, be aware of their own strengths and have demonstrated initiative throughout their career. This person will have an interest in continuous learning, the heart of a teacher and a strong desire to effect programmatic efficacy through leadership. We are looking for someone who wants to serve the citizens of South Dakota by protecting and improving water quality and growing our economy. Knowledge Of
  • a statewide NPDES permitting program;
  • inspection and investigation techniques;
  • project management methods gained through project management experience;
  • Microsoft Teams, Outlook, Work, Excel, PowerPoint, and PowerBI;
  • state and federal regulations such as the Clean Water Act, ARSD, SDCL or other applicable rules and regulations.
Skill To
  • establish and maintain effective working relationships and to build strong alliances among all levels of department staff, consultants, local government representatives, other state agency representatives, and federal partners;
  • train staff in the full performance of permitting, compliance and enforcement activities;
  • review and monitor work activities and results for accuracy, compliance, and quality;
  • organize the workload of a team of approximately five to ten engineers, scientists, and support staff;
  • perform detailed review of staff performance and report on that performance internally and externally.

  • motivate on an individual and team level to ensure consistency of work and achievement of goals;
  • effectively plan, organize and prioritize work activities for self and the team to meet schedules and deadlines;

  • work collaboratively in a team to protect South Dakota’s water quality.
