This position is accountable for providing a broad range of administrative and support functions for the central offices of the department, including filing of all departmental contracts with the Illinois Office of the Comptroller (IOC); invoice processing; and collecting, verifying, and reporting financial information that is required monthly, quarterly, and annually by federal/state statutes and regulatory requirements.

This position reports to the Bureau Chief of Business Services. Reporting to this position are the Fiscal Operations Unit Chief, Accounting Unit Chief, Financial Quality Assurance Specialist, Administrative Support Specialist, Executive Secretary I, Office Occupations Trainee, and Student Worker.
This position works in an environment responsible for providing administrative services to the central offices of the department which include invoice processing and collecting, verifying, and reporting financial information that is required monthly, quarterly, and annually. The incumbent provides many of these services as needed to the department’s off-site offices located statewide.
Typical problems include implementing efficient methods to accomplish the required work and determining the most effective allotment of funds among various line items. The greatest challenge of this position is anticipating problems and initiating actions which balance the competing needs of all department offices in a manner that is perceived to be fair and impartial. This requires researching state laws, administrative rules, and departmental procedures, then implementing innovative, resourceful solutions to unique problems.
The incumbent provides expertise to facilitate the filing of all departmental contracts with the IOC, invoice processing, and verification and reporting of financial information. The incumbent ensures the timely processing of accounts receivable and payable, invoices, and budget transfers. The incumbent interprets state laws, administrative rules and other directives regarding accounting and is responsible for the development of compliant operational methods and procedures.
The incumbent accomplishes accountabilities through the following staff:
Fiscal Operations Unit Chie f who is responsible for collecting, verifying, and reporting financial information that is required monthly, quarterly, and annually by federal/state statutes and regulatory requirements.
Accounting Unit Chief who is responsible for the daily and ongoing administration of the release of invoices drawn off of specific obligations and blanket accounts for the department.
Financial Quality Assurance Specialist who is responsible for approving invoices, monitoring interest penalty payments, correcting vouchers, responding to inquiries from department offices and vendors, and processing contract obligation documents.
Administrative Support Specialist who provides internal and external auditors with complete responses to audit requests and other activities involved with the coordination of internal and external audits.
Executive Secretary I who performs a variety of complex secretarial and administrative duties.
Office Occupations Trainee who performs clerical duties for the Bureau of Business Services.
Student Worker who assists with procurements, grants, financial services, and in-depth document management and creating.
The incumbent has wide latitude to solve problems and is expected to exercise discretionary judgment in determining which issues to refer to executive management for resolution, utilizing creative problem-solving skills to achieve success considering unique circumstances and bureaucratic processes.
Internal contacts include departmental executive management, bureau chiefs, and administrative and financial managers. Externally, it is expected to maintain constructive work relationships with the Department of Central Management Services, the IOC, vendors, and the general public. Occasional statewide travel and infrequent out of state travel with overnight stays is required.
The effectiveness of this position is measured by the ability to of the incumbent to anticipate administrative issues and needs of the department’s central offices.
1. Files departmental contracts with the IOC, processes invoices, verifies and reports financial information.
2. Ensures timely and effective administrative services to the central offices of the department, including obligating and accounting services.
3. Monitors the expenditures of operating funds and payment to ensure compliance with applicable laws policies and procedures.
4. Oversees administrative support functions for the central offices to ensure timely responses to requests and the resolution of problems.
5. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
6. Performs other duties as assigned.
Position Requirements
• Education/Experience:
• Two years of supervisory experience
• Valid driver’s license
• Occasional statewide travel and infrequent out of state travel with overnight stays
• Successful completion of a background screening
