Job Duties

About Us:

The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.

What You'll Do:

Department Performance Measurement System:

  • Plan, implement and coordinate Ohio Department of Mental Health and Addiction Services Performance Measurement Initiative to provide state leadership and department employees with data needed to make informed decisions about planning and investment initiatives
  • Assist department staff and leadership in the design, selection and recommendations related to performance measures, key performance indicators
  • Maintains the departments data management program for all department performance measures
  • Communicate and maintain contracts with external entities where necessary
  • Monitor activities to ensure conformance with proper evaluation, research, and data methods & procedures
  • Oversee the update & augmentation of indicators & revises collection methodology based on recommendations from department leadership
  • Oversee the update of dashboards that relate to department performance measures

Strategic Planning:

  • Plan, coordinate and implement the department’s Strategic Plan and leads process improvement activities for the department
  • Coordinate and evaluate organizational efforts in planning, writing, implementing, and updating of strategic plan
  • Work with all divisions of the department to identify strategic vision, goals, and objectives for the department’s strategic plan
  • Work with department area leads to identify opportunities and strategies to address organizational and/or programmatic improvements that address strategic plan goals and objectives
  • Assist senior leadership in making decisions as they relate to the strategic plan
  • Continually assess the departments operational and strategic performance using the Department’s performance measurement system
  • Continually aligns the department’s performance measures with the Strategic Plan
  • Provide education to leadership and employees about innovative planning techniques
  • Manage the collection of data and produces reports highlighting progress on strategic goals and objectives to inform department policy and programming

. Data and analytics:

  • Develop, plan, direct, implement, and administer various data analytic projects that support strategic priorities of the department
  • Participate in the collection and analysis of community behavioral health performance measurement data for SAMHSA grants and other leadership or legislatively mandated activities
  • Actively participate on committees to advise on the strategic plan and the data compiled from department performance measures
  • Analyzes survey and other data sources to identify opportunities for improvement and presents findings to appropriate stakeholders
  • Collect and summarize survey and other research data and disseminates to appropriate stakeholders
  • Assist in and/or develop new systems, policies &/or programs to increase agency efficiency and effectiveness as related to the department’s performance measurement system and strategic plan
  • Represent agency at meetings & conferences related to strategic plan and department performance measurement
  • Perform other duties as assigned

Qualifications


Completion of undergraduate core coursework & 12 mos. exp. in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field; 2 yrs. exp. in health services research &/or health policy analysis; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 12 mos. trg. or 12 mos. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis, graphics presentation & word processing; 1 course or 3 mos. exp. in multiple regression or multivariate analysis.



  • Or completion of graduate core coursework in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics or comparable field; 2 yrs. exp. in health services research &/or health policy analysis; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 12 mos. trg. or 12 mos. exp. in use of computer programs/applications with emphasis on relational data bases, use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & word processing; 1 course or 3 mos. exp. in multiple regression or multivariate analysis.


  • Or 2 yrs. exp. as Health Services Analyst, 65211.


  • Or equivalent of Minimum Class Qualifications For Employment noted above.
