Job Summary



The Lead Managed Care Contract Manager will lead and coordinate the development, implementation and maintenance of the Prepaid Medical Assistance and County-based purchasing arrangements for the provision of health care services and ensure alignment with other health care purchasing initiatives.

Responsibilities include:

  • Ensure that DHS purchasing processes, documents and decisions comply with applicable federal and state procurement requirements.
  • Collaborate with and participate in the Division's managed care contract development and negotiations related to purchasing strategies and initiatives.
  • Oversee and monitor compliance of Managed Care Organizations (MCOs) with state, federal and other managed care contractual requirements.
  • Support managed care contract initiatives intended to improve performance, accountability, and compliance with federal, state and contract-specified requirements. Manage and adjust the contract management section's workload, assign staff, and set priorities based on need and capacity of staff to manage the work and make associated decisions.
  • Provide expertise and training to agency and county staff on how managed care systems function, including managed care contractual requirements and policy changes.
  • Serve in different advisory capacities in representing managed care.

Qualifications

Minimum Qualifications

Four (4) years of specialized professional health care delivery experience demonstrating the following:

  • Experience working with Minnesota Health Care programs, including MA, MinnesotaCare, MSC, MSC+, MSHO and SNBC.
  • Fee-for-service and Managed Care Programs
  • Managed care concepts, health care purchasing, incentives, risk-based contracting, rates development, cost sharing, quality assurance and quality management principles.
  • Compliance with State & Federal laws and regulations governing managed care and health care.
  • Research techniques, data collection, monitoring and analysis

Preferred Qualifications

  • Experience overseeing the work and performance of a team of professional staff.
  • Strong oral and written communication skills.
  • Ability to provide effective presentations, in both written and oral form.
  • Knowledge of County organization structure and the role it plays in eligibility, health care, and continuing care.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
