The South Dakota Department of Transportation, Office of Right-of-Way, is looking for a motivated individual to coordinate DOT real estate needs between the Right-of-Way Office, other DOT offices, outside government agencies, the public and other interested parties. The two primary functions of this position are:

1) Managing Right-of-Way Office staff and functions of ROW Coordinator, Property Management, and Asset Mapping and Transfer Specialist positions. Management of these positions requires a diverse knowledge set including, but not limited to: construction management; highway engineering; property survey principles; real estate title, appraisal, acquisition, and relocation principles; and principles and applications of geographic information system (GIS).

2) Coordinating Right-of-Way activities with other DOT offices, state agencies, governments, entities, and the public. This involves representing the DOT and Right-of-Way Office both internally and externally at public meetings, landowner meetings, and other events outside the office. Occasional overnight travel is required. The successful applicant will need effective communication skills for public involvement and direct contact with property owners, engineers, appraisers, and negotiating agents; an understanding of highway construction and design; engineering skills; an understanding of land survey, plats, and real estate title; the ability to understand and interpret contracts and legal documents; the ability to adjust to changing situations; and the ability to work with all types of people and environments.

This position may involve occasional travel within the state as well as out-of-state travel, which may require overnight stays. Additionally, there may be occasional requirements for evening and weekend work.

A valid driver's license is required.

The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level ROW Coordination Manager is approximately $96,699.00 annually.

The Ideal Candidate Will Have:

A degree in construction management, business management, or a related field, and five years of professional real estate experience or an equivalent combination of education and experience. An in depth knowledge of construction plans and plats, surveying principles, property title, property rights, and legal documents. Desire to be a part of and to lead a team focused on providing excellent customer service while working to accomplish the mission of the DOT. Ability and willingness to work in a fast paced environment while being flexible and adaptable to change.

Knowledge of:

  • Construction management practices as they apply to highway construction;
  • Design process and principles;
  • Construction and property survey procedures;
  • Real estate title research, legal descriptions, chain of title, title reports, abstracts, and certificates of title;
  • State and federal laws and regulations governing right-of-way survey and right-of-way acquisition requirements;
  • Department policies and procedures regarding plan and plat development and right-of-way appraisal and acquisition;
  • Contracts and work orders;
  • Human resource practices to supervise personnel;
  • Principles of effective human relations and dealing with others;
  • Principles and applications of Geographic Information System (GIS) software.

Skill to:

  • Effectively supervise the work of others;
  • Read and interpret complex construction plans and legal property descriptions;
  • Proficiently utilize Microsoft Office products;
  • Perform public speaking.
