Job Description - Operator (Kapolei Terminal)

Island Energy Services (IES) exists to make life better for everyone in Hawai‛i. IES safely and reliably operates a large distribution system across four islands consisting of six terminals. Under the general supervision of the Head Operator, this position works in the Operations Group and has a key role in the success of the Kapolei terminal operation.  This job position holds many responsibilities and wide array of work demands. To achieve operational excellence, financial discipline and individual accountability, job expectations are identified. The Operator position will assist in support of workforce safety, job specific technical development of other Operators, product quality, and equipment reliability.

Desired competencies include: proven ability to follow IES workplace policies, guidelines and terminal instructions.  Ideal candidate must be able to establish priorities under tight deadlines and have a proven track record as a motivated, self-starter who can work on multiple priorities within a fast-paced environment.

Qualifications

Education and Experience

  1. High School Diploma or equivalent required.

  2. Pass background check including periodic job-related physical abilities testing as required.
  3. This is a safety sensitive position and random drug testing is required.
  4. Valid driver’s license with clean abstract.
  5. Willingness to devote the time as needed to meet packet and task deadlines.
  6. Willingness to maintain or increase skills.
  7. Willingness to be flexible with work scheduling depending on DoD fuel demand requirements.
  8. Must be able to obtain a Transportation Worker Identification Card (TWIC) within sixty days of hire.
  9. Must be able to meet all physical requirements of the job including climbing stairs and working on top of product storage tanks over 60 feet high, climb multiple tanks per shift, working in confined spaces and lift product hoses and other Terminal equipment.

Responsibilities

Major Responsibilities include but not limited to:

1.      Performing Daily Terminal Tasks/Activities

  • Perform field verification rounds of assigned operating area within the first 1 hour of start of shift.
  • Review and ensures all SROP, IFT, JFT, Email audible directives, and routine duties for the shift are completed.
  • Thoroughly document all work task in shift turnover document.
  • Reel gage all transfer / delivery tanks prior to starting and after securing transfers.
  • Sample all product tanks as required by EOM checklist, JFT, IFT, Email??, Cargo Orders, Pumping Orders and routine duties or special audible request.
  • As needed perform minor equipment maintenance e.g. setting diaphragm pump, setting hoses, light bulb changes, filters, lube oil change.
  • Accountable for maintaining general housekeeping of crew assigned work areas.
  • Inventory, order and maintain terminal materials and supplies. i.e. PPE, consumables, filters, sample containers, fire and safety equipment etc.
  • Accountable for the proper upkeep and minor maintenance for assigned work vehicle.
  • Accountable for the general housekeeping of the field control room (pumphouse).
  • Review and utilize all necessary work task procedures, job aids, checklist for job task occurring on their shifts.
  • Review and consult terminal head operator before performing any new or abnormal procedures / transfer line ups job task.
  • Ensure all applicable procedures, checklist, routine duties are completed and have been properly signed off for their respected work shift. No exceptions.

2.      Communication Tasks/Activities

  • Clear understanding of all environmental policies, safe work practice, new equipment, new procedures, and unusual circumstances.
  • Communicate all significant safety risk to Head Operator to prevent incidents / injuries.

3.      Process Equipment Maintenance & Repairs

  • Thorough review of all associated risks of all maintenance activities. Complete and through understanding of all Maintenance activities in their assigned work area.
  • Clear and concise JHA discussion with maintenance/contractors and that job is released in the field at work site.
  • Ensures all Safe Work Practices are followed and executed properly.
  • Verifies that all equipment has been properly depressured and drain down prior to release for maintenance.
  • When returning to work(off) verify all LOTO’s that have taken place during your days away from work. Examples: PRD’s valve position, car sealed, alternate thermal relief set up.
  • Ensure ORR has been completed for all applicable maintenance work.
  • Monitor maintenance repair progress: Observe every job site being performed on shift and assess job site for safety hazards and work scope.
  • Ensures that all jobs are completed per job scope & specifications before approving work completion.
  • Initiate S/R’s for all faulty equipment issues requiring Maintenance or Contractor support.  Attached are required documentation, i.e. blind list, LOTO diagram, H-831 vacuum truck request form, pictures etc.
  • Accountable for all equipment isolation and LOTO.

4.      Technical/Reliability Activities

  • Review all checklists and procedures for accuracy to reflect current terminal operating posture.

5.      Perform Safety Activities

  • Maintain safety awareness for routine and non-routine tasks.
  • Ensure everyone understands that every employee is responsible for his or her own safety and the safety of others.
  • Understand applicable rules, regulations, and operating standards of the terminal and of the designated area.
  • Releases all work permits to be sure rules and regulations are being followed.
  • Maintain all working areas in a clean and safe condition.

6.      Conduct Training Activities

  • Complete all FOTP training as required for job assignment.
  • Complete all CBT training as needed for job qualifications.
  • Complete annual HAZWOPER training requirements.
  • Complete annual medical exams and respirator fit testing,
  • Assist in training and development of new TR’s as needed.
  • Assist in the piggyback training of new TR’s as needed.

Special Requirements

Employment is contingent upon successfully passing an employee reference check, drug test, criminal background check and a five-year motor vehicle history check.  This is a non-exempt position under FLSA regulations.

This is a negotiated union position, and the starting hourly pay rate is $34.67/hour.
