The Abraham Lincoln Presidential Library and Museum (ALPLM) is hiring a Public Service Administrator Opt. 1 (PSA 1), Volunteer Services Manager. This position manages the Volunteer Services Division. The ideal candidate is a seasoned hospitality professional who is well organized with excellent communication skills, enjoys working with people, and can think quickly on their feet. We invite qualified applicants to apply for the position of Volunteer Services Manager and help ALPLM continue to chronicle the life of one of our nation’s greatest Presidents and the history of Illinois.

Job Responsibilities

  1. Plan for the efficacious utilization of supportive program function, i.e., fiscal management, personnel management, budget analysis and preparation program development, and public relations.
    • Manages recruitment, training, placement, scheduling, and retention of agency wide volunteer program.
    • Confers with management on the integration of program function activities to resolve administrative problems and program function improvements.
    • Manages financial and budgetary transactions related to the Volunteer Service Department.
    • Provides volunteer programming and professional development opportunities for volunteers.
    • Serves as agency liaison for Volunteer Services Department.
    • Serves as agency spokesperson for Volunteer Services Department.
  2. Develops, implements and administers operating policies and procedures for the section.
    • Organizes, plans, executes, controls, and evaluates the goals and objectives of the agency to ensure proper compliance within the division.
    • Ensures consistent quality throughout the ALPLM volunteer department.
    • Implements program and volunteer evaluation; reviews performance standards.
    • Implements policy for the total administrative process of a supportive program function, including policies and protocols regarding core values, health and safety, customer service, historic interpretation, and corrective action regarding volunteerism agency wide.

Job Responsibilities (Continued)

  1. Serves as full-line supervisor.
    • Assigns and reviews work
    • Provides guidance and training to assigned staff
    • Counsels staff regarding work performance
    • Reassigns staff to meet day-to-day operating needs
    • Establishes annual goals and objectives
    • Approves time off
    • Adjusts first level grievances
    • Effectively recommends and imposes discipline up to and including discharge
    • Prepares and signs performance evaluations
    • Determines and recommends staffing needs
  2. Aligns program operations on an inter-agency basis
    • Collaborates with department heads and staff to provide training, interpretation and historic education, to meet the changing volunteerism needs of an expanding and changing presidential museum and library.

Job Responsibilities (Continued)

  1. Leads the development, promotion, execution, and reporting on assigned programs:
    • Prepares volunteers for special assignments to help meet programming goals of the agency.

6.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business, public administration or human resources.
  2. Requires three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  1. Prefers a Bachelor’s degree in business, public administration, human resources or a related field.
  2. Prefers demonstrated ability to apply public administration principles, in program development, budgeting, and performance measurement to effectively manage organizational programs.
  3. Prefers two (2) years experience leading and motivating volunteers, including recruitment, training, and development for successful program implementation.
  4. Prefers two (2) years’ experience working in a unionized environment.
  5. Prefers demonstrated ability to exercise discretion in analyzing operational inefficiencies, evaluating resources and recommending creative solutions to optimize performance.
  6. Prefers proven ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
  7. Prefers the ability to develop and maintain cooperative working relationships.
  8. Prefers excellent written and verbal communication skills

Conditions of Employment

  1. Requires the ability to pass a background check.
  2. Ability to work outside normal business hours, including holidays and weekends.
  3. Ability to use an agency-issued mobile phone.
