Responsibilities:

The PM shall be a direct liaison to the IRS product team and shall be responsible for the supervision and management of all the Contractors personnel. The PM shall be the single point of contact for the Contracting Officer (CO) and the Contracting Officer Representative (COR) and is responsible for program and schedule management. The PM also serves as the Transition Manager during transition-in and transition-out activities. 

Education, Degrees, and Certifications:

  • A Bachelors degree in Information Technology, Computer Science, Information Systems, Project Management, or related field. 

Minimum Requirements:

  • 10 years of experience in managing large scale programs and projects 
  • 5 years of experience leading projects within the government financial/IT management sector (e.g., Department of Treasury, Internal Revenue Service (IRS), Federal Reserve Board) 
  • Project Management Professional (PMP) certification 
  • Capability and experience in the following areas: 
    • Development of performance measures and implementing a performance management approach for contractor performance evaluation. 
    • Development of a Capability Release Playbook 
    • Development and execution of an Enterprise life cycle management plan 
    • Coordination of leadership and internal and external stakeholder sessions Powered by Qualtrics 
    • Development and execution of an IT strategic communications plan 
    • Development and documentation of stakeholder engagement processes including a proposed stakeholder interaction model 
    • Development of repeatable processes for aligning program governance needs with oversight guidance 
    • Development of Executive briefings 
    • Development of an IT Organizational Readiness Plan 
    • Development and maintenance of a Strategic Product Roadmap 
    • Development of a capability planning process 
    • AGILE, DEVSECOPS, SDLC/ELC, SAFE, KANBAN 
    • Experience in organizing, directing, and managing multiple, complex, and interrelated project tasks. 
    • Experience in effectively communicating with CISO, CIO, CTO, and business owners at senior executive levels within a customer organization. 
    • Experience in effectively communicating with leadership of other contractors. 
    • Experience in meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans. 
  • Will be available 8am-4:30pm Monday through Friday, except for federal holidays. 

Preferred:

  • Experience in implementing Taxpayer Experience Platform. 
  • IRS MBI Clearance. 

Location:

  • This position is hybrid, based in Lanham, Maryland. Candidates must be local to Lanham, MD or willing to relocate.
