Job Description - Management & Program Analyst

Summary This position is in Logistics Management (NSL) organization in Supply Chain Services (NS), Chief Administrative Office (N), Bonneville Power Administration (BPA). The purpose of this position is to develop special projects, and support implementation across organizations. This requires providing support in supply chain strategies, including long range and intermediate planning and development of programs, systems, and work processes, which are necessary to fully implement right-cost solutions. Responsibilities As a Management & Program Analyst, you will: Perform a full range of project management functions for assigned or potential projects and studies and analyzes. Manage and/or measure program objectives, and performance in key performance indicators. Analyze and recommend methods for enhancing the efficiency and effectiveness of programs and procedures through process modification and application of evolving technology. Manage the pursuit of continuous process improvement in all facets for NSL. Participate in or conduct reviews of activities as necessary to ensure effective implementation of tools. Conduct root cause analysis for monthly metrics, and identify drivers to these results to improve performance in these key performance indicators. Solicit support from stakeholders, performance managers and various leaders for various NSL initiatives. Plan, organize, and conduct management surveys, studies, benchmarking, and special purpose projects. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: Experience 1) performing project management functions for the management of business assets (e.g. Utility industry assets); 2) analyzing organizational processes to make recommendations to improve efficiency of programs; AND 3) using expertise to analyze opportunities to plan new projects. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
