Summary The Administrative Officer (GS-0341-11) is located at the VA San Diego Healthcare system in Pharmacy Service. This position provides administrative support to all Pharmacy Service programs, which include clinical and distributive areas, serving in an overall decision-making, policy development, and resource planning role. Responsibilities Administrative/Supervision Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for clerical staff vacancies, promotions, details and reassignments in consideration of skills and qualifications. Serves as the front-line supervisor for the clerical staff assigned to Pharmacy Service. Develops, modifies and/or interprets performance standards. Explains performance expectations to direct employees and provides regular feedback on strengths and weaknesses. Prepares performance evaluations of direct staff. Assigns and reviews work performed by subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of the employee. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies developmental and training needs of employees, providing or arranging for needed training. Approves leave and ensures that all necessary positions are manned at all times. Personnel Management Directs the personnel management program for the service, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration for a large service with varied functions and activities. Acts as the liaison with the human resources office concerning Federal and agency personnel processes and procedures. Assists Chief, Associate Chief and other supervisors and staff in projecting staffing needs, writing functional statements, position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Calls to the attention problems that require agency human resources office intervention or correction. Keeps managers informed of the status of on-going personnel actions. Provides advise on solving complex personnel-related problems. Education and Accreditation Program Administration Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation for the program in the Pharmacy Service. Establishes procedures to meet unusual or unique standards. Incumbent is fully aware of quality assurance aspects and assembles and monitors current required materials to assist the Pharmacy Service in satisfying requirements. Incumbent is the Agent in Place (AIP) for any ACPE accreditation program. Incumbent performs audits necessary for continued accreditation, conducting the review and assembling data for approval. Incumbent assists and ensures accreditation and participate in site inspections or audits. Incumbent is responsible for onboarding of all pharmacy residents and other student trainees. Incumbent works with the Education Service and Human Resources Service to assure timely onboarding. Green Environmental Management System (GEMS) All employees shall possess the knowledge and skills required to effectively implement the GEMS. Competency shall be monitored by the employee's ability to demonstrate through the implementation process that sufficient education and training has been provided. Monitoring will be performed by annual audits, questionnaires, and trending of staff knowledge. Information pertaining to monitoring of staff knowledge will be processed and reviewed by the GEMS committee and forwarded to the Environment of Care Committee for review. Fiscal Management Prepares Pharmacy Service budget projections based upon: studies of past expenditures, knowledge of team requirements, an understanding of the changes which have occurred in the workload, and future goals. Works closely with section supervisors in assessing, forecasting, and determining their specific needs. Records and organizes documents related to expenditures to provide accurate and timely data concerning the availability of funds. To qualify based on education for this grade level you must have Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. You must have an combination of specialized experience and education beyond 3 years of graduate education..
