Required Experience and Education

Bachelor’s degree in Business Administration or related field and five (5) years related experience with three (3) years at a supervisory level.

C.P.M., C.P.P.O., or CTCD certification is preferred but must be obtained within 18 months in position.

Preferred Qualifications:

  • Preferred experience in procurement, compliance, and contract management.
  • Experience successfully managing staff in a complex multifunction organization.
  • Proven ability to delegate authority and meet deadlines.
  • Demonstrated excellent interpersonal relations and customer service skills.

Equivalent combination of relevant education and experience may be substituted as appropriate.

Job Duties

  • Manages, leads, and provides feedback to personnel in the Purchasing department. Empower staff members to accomplish assigned duties. Select candidates for hire; conduct timely performance evaluations; and manage counseling, training, and disciplinary action, as appropriate.
  • Coordinates staff development and training, including the compilation of a variety of instructional materials for use within work group and among institutional customer departments.
  • Provides technical and process based expertise. Performs buying/purchasing responsibilities, develops detailed bid and/or proposal specifications and related documents, conducts negotiations, and approves/executes purchase orders and related documents.
  • Develops and maintains effective relationships with internal and external customers and serves as a principal liaison between customers and operations.
  • Coordinates bidding and proposal processes.
  • Assists with operational planning, as well as organizing, staffing, and supervising of assigned staff members.
  • Assists customers in supply planning and utilization management, recommending and assisting in implementing systems as required to make the supply chain more efficient and effective.
  • Assists in activities related to the Historically Underutilized Business (HUB) Program.
  • Assists with developing and implementing internal policies and procedures to facilitate and expedite the acquisition of supplies, equipment, and services.
  • Assists in the design, execution, and effectiveness of a system of internal controls with reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and are in compliance with applicable laws, regulations, and policies.
  • Performs other duties as assigned.
