Job Description - Clinical Data Management Database Architect Lead

The Clinical Data Management/Database Architect Lead (CDDAL) is responsible for overseeing the design, implementation, and maintenance of clinical data management systems. Th e CDDAL role will involve collaborating with clinical research teams to ensure data is accurately captured, stored, and retrieved for analysi s, which will include developing database architectures, defining data standards, and ensuring compliance with regulatory requirements. The CDDAL will also manage a team of data managers and analysts, provide technical expertise in database design and data integration, and implement best practices for data quality and security. Additionally, they will be involved in troubleshooting database issues, optimizing performance, and supporting the development of data-driven strategies to improve clinical research outcomes. The CDDAL will report progress to the Program/Project Manager, customer, and inspiring team members to see the big picture and push toward shared goals.

 

In support of the Indian Health Service (IHS), the Clinical Data Management/Database Architect Lead (CDDAL)   will be responsible for successful execution of the following tasks on the contract: *** The position is contingent upon contract award*** 

              • Develop or acquire deliverable and reference content for the IHS Health IT Modernization SharePoint site, ensuring all pre-approved, non-sensitive deliverables and supportive documentation are posted.  
              • Maintain and update the library of publications, ensuring it reflects the latest versions and replaces superseded documents.  
              • Create and maintain a environment Program Delivery Status Log to track all documents and versions in the SharePoint repository.  
              • Develop a quarterly solution performance report and dashboard summarizing environment application service performance, including availability, usage, events, incidents, risks, issues, and improvement opportunities.  
              • Support the establishment of a environment Data Catalog, detailing the data dictionary, logical data structures, and definitions of all metadata attributes and entities.  
              • Design the CDR database for operational and data warehouse storage of IHS patient health records, ensuring compliance with IHS Disposition Schedule 3.  
              • Ensure the CDR database captures and maintains data provenance, including data origin, provider details, time stamps, and purposes of collection.  
              • Establish and maintain a scalable CDR DB application service capable of storing data for the next 75 years, starting with at least one terabyte of storage.  
              • Create CDR-DB data architecture artifacts using UAF data artifacts, including logical and physical data models, and deliver these in both graphic and structured data forms.  
              • Carry out CDR DBMS administrator duties, including user account management, cloud environment resource management, performance configuration updates, and security monitoring and updates.  
              • Assist in e stablish ing appropriate metrics for measuring key program criteria .  
              • Lead s the project/program team in determining client requirements and translating requirements into operational plans .  
              • Communicates routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.  
              • Coach es and counsel members of cross-functional teams to accomplish project/program goals, to meet established schedules, and resolve technical/ operational issues .  
              • Responsible for training, managing, and motivating the project team, as well as resolving team conflicts.

 

Required Qualifications:  

            • Minimum Qualification: Registered or ability to be Registered under Health Information Administrator (RHIA) and Health Information Technician (RHIT) or Master’s in Public Health (MPH) supported by staff with RHIA and RHIT credentials from the American Health Information Manageme nt Association (AHIMA) .    
            • A minimum of 7-10 years of experience in clinical data management and database architecture, particularly within the healthcare or pharmaceutical industries. This experience should include designing and managing large-scale databases, ensuring data quality, security, and compliance with regul atory standards such as HIPAA and FDA guidelines.  
            • Experience in leading migrations that include database management systems (DBMS) such as SQL Server, Oracle, or PostgreSQL into the cloud . Familiarity with health data standards and interoperability frameworks like HL7, FHIR, and knowledge of cloud computing platforms (e.g., AWS, Azure) is also essential. Proficiency in data modeling, ETL processes, and data integration techniques are critical for the role.  
            • Active Public Trust Level-4 or higher, or ability to obtain one through background investigation  
            • Ability to perform team assessments and evaluations and identify and solve project issues efficiently and effectively.  
            • Ability to design and maintain technical and project documentation.  
            • Excellent oral and written communication skills.  
            • Excellent organizational, presentation, and customer service skills.  
            • Ability to travel up to 5-10% (if needed).  

             

            Preferred Qualifications:  

            • Live within commutable distance from the customer HQ’s location, which is in ABQ, NM or Rockville, MD (or ability to perform short notice travel if remote work is approved) .    
            • Prior experience managing multiple remote teams . Proven experience with complex IT projects .  
            • Bachelor’s degree (or equivalent experience) in addition to required experience   
            • Flexibility to adjust to multiple demands, shifting priorities, ambiguity, and rapid change.  
            • Exper ience in managing delivery of customer-facing and internally facing products or services.  
            • Knowledge and experience with different project management frameworks, including waterfall and agile and hybrid.  
            • Ability to quickly learn, understand and apply new technologies .  
            • Strong interpersonal skills including mentoring, coaching, collaborating, and team building .  
            • Experience in mentor ing more junior team members and sharing knowledge.  
            • Strong knowledge and understanding of business need s with the ability to establish /maintain high level of customer trust and confidence.
