Job Summary:




DES, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Workforce Development Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.


Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Participating in Workforce Development Task Force groups and related activities mandated by Arizona Health Care Cost Containment System (AHCCCS); developing the Division’s Workforce Development Plan (WFDP); reviewing qualified vendors WFDP for compliance; participating in recruiting, training, developing, and retaining the workforce
  • Contributing to the achievement of departmental goals and objectives as outlined in the Division’s Network Development and Management Plan (NDMP) and WFDP; assisting in the development and preparation of the NDMP and other deliverables; developing and recommending policy changes related to direct service provider retention; recruitment, contracting and maintaining the provider workforce
  • Managing the day-to-day activities of the Workforce Development Unit; providing supervision to assigned staff; writing and performing annual reviews and monitoring performance; coaching direct reports in the use of data and appropriate analytical tools that support improved quality; supporting team members in the identification and creative problem resolution for improved WFD processes and activities
  • Developing, implementing, and maintaining the Division’s WFDP; providing tools and resources to Qualified Vendors to support direct care workers and workforce sufficiency; collaborating with AHCCCS and Managed Care Organizations on statewide initiatives; participating in National-level information sharing events as assigned

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and state Medicaid rules and regulations; State Managed Care Operations
  • Provider network development; direct care/ direct service professional worker recruitment
  • State Medicaid Waiver
  • Arizona Management System (AMS); contracting
Skill in:

  • Oral and written communication and presentation; organization and time management
  • Data interpretation; creating surveys
  • Recruitment, selection, training, development, and workforce retention.
  • Proficient use of computer applications (e.g. Google Workspace, Microsoft Office Suite, databases, spreadsheets, etc.)
Ability to:

  • Read and interpret documents such as regulatory guidelines and statutes, audit tools, policies and procedures
  • Develop policies and procedures; provide data analysis
  • Lead and supervise
  • Collaborate with various levels of management and stakeholder groups

Selective Preference(s):

The ideal candidate for this position will have:

  • A Master’s or Bachelor’s degree in Business or Health related discipline; three (3) to five (5) years of supervisory/management/leadership experience, and provider development experience in a healthcare setting, managed care, or Medicaid programs

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
