Kelly/ARPA-H Scientific Program Advisor

Kelly Government Solutions is a strategic supplier and business partner to the federal government and its key suppliers. We are seeking a Scientific Program Advisor to support the Health Science Futures (HSF) mission office and funding initiatives for ARPA-H. The contractor for this position will provide critical administrative support and subject matter expertise to drive the commercialization of advanced health projects. The role is estimated to support a fully remote work arrangement that involves occasional travel for conferences and meetings.

BACKGROUND

ARPA-H plays a pivotal role in identifying and funding groundbreaking biomedical and health projects that exceed the scope of traditional research efforts and commercial activities. The ARPA-H Health Science Futures (HSF) mission office expands what is technically possible by developing approaches that will remove the scientific and technological barriers that hinder progress towards the healthcare of the future. The office aims to achieve better health outcomes by supporting innovative and adaptable solutions. The development of cutting-edge technology, tools, and platforms will drive real-world change for the diagnosis, treatment, and impact of diseases and conditions.

TASKS/SERVICES . The contractor shall:

• Assist in developing strategic and technical plans to support the ARPA-H Health Science Futures mission and support the development of new programs and technologies to address emerging healthcare challenges.

• Provide expert input to the Program Managers (PMs) in developing and researching ideas for recommendations for new programs, new program concepts, technologies, and new starts

• Assist with planning, preparing and implementing policies and strategies for technology commercialization

• Advise on the commercial market, strategy, business planning, intellectual property, product development, supply chain considerations and developing market studies

• Perform technology economic analysis to inform new programs targeting public and private follow-on funding sources

• Provide technical expertise to research, analyze, assess, and summarize findings of emerging technologies and associated policy issues.

• Provide SME support as needed in scientific reviews to include providing in-depth, expert feedback as to the strengths and weaknesses of research and development proposals, including proposal objectives and methodologies.?

• Support the development and implementation of a risk management strategy that captures risk from across all ARPA-H business and program offices.?

• Track technical progress and deliverables for ongoing efforts and assist in the liaison with Government agents, performers, and the technical community to provide the Program Manager with an accurate understanding of technical progress, issues, and health of the program.

• Assist in the development and updating of narrative and budgetary input to budget data calls, such as congressional staffer briefing.?

• Develop required presentation briefings to support the mission of the office.

• Assist with planning, preparing, and implementing policies and strategies for technology commercialization.

• Conduct quantitative analyses of technology/system mission requirements as they pertain to the potential insertion of advanced technologies.?

• Provide recommendations to mitigate technical risk, develop risk mitigation strategies, and assess potential program impact of failure.

• Provide expert feedback about research and development proposals including objectives and methodologies.

• Conduct quantitative analyses of technology and/or system mission requirements as they pertain to the potential insertion of advanced technologies; evaluate alternatives, compatibility, interoperability, integration, and study reliability issues.

• Identify the commercial utility of new products and technology and assist in the development and transition of technology to the user community.

• Assist in determining the application of technologies to address emerging healthcare challenges.

• Investigate areas of opportunity, establish best practices, and identify methods to promote ARPA-H to the research community and help bolster the identification process of ARPA-H/PM candidates for recruiting purposes.?

• Review, analyze, and provide recommendations on data governance processes and procedures to ensure harmonization of data collection, storage, and use across the agency.

• Review, analyze, and provide recommendations on international technology transfer issues and policy to include such specialized topics as manufacturing technology, industrial espionage, country-to-country agreements, and national security.?

• Provide data analysis and data visualization support to business and mission offices for strategic planning, program evaluation, stakeholder communication, and program level decision-making.

• Support development and implementation of an agency-wide approach to evaluation and reporting for all lines of effort across business and program mission offices, including to meet Departmental and statutory requirements (e.g., Government Performance Results Act (GPRA) Modernization Act (GPRAMA), Foundations for Evidence-Based Policymaking Act, etc.).?

REQUIREMENTS. The contractor must have:

• Ph.D. in Biological Sciences or related scientific field?

• 12 years of experience?

• Experience in biology or biomedical engineering is highly preferred.?

• Relevant technical/research experience that includes providing guidance related to strategies for technology commercialization and commercial market analyses.

• Demonstrated ability to conduct independent research, analyze data, and write scientific reports.

• Excellent communication and collaboration skills.

• Ability to work independently and as part of a team.

• Strong work ethic and a passion for scientific discovery.

• US Citizenship and/or lawful permanent residency is required as per contract requirements
