Job Description - System director

SYSTEM DIRECTOR, INFRASTRUCTURE | REMOTE The System Director of Infrastructure is the system’s strategic leader for the long-range planning, implementation oversight, performance management and reporting of the $100M+ annual infrastructure capital renewal program. This position provides leadership to the program’s governance process including on-going improvement to the 5-year site planning, prioritization, reporting and implementation processes. The position will also further develop, deploy, and continuously improve the ministry’s design guidelines, and will lead the infrastructure design review for the system’s major Design & Construction projects, serving as an MEP SME and gathering other specialists as needed in support of over $700M of investment annually. Essential Job Functions

  • Manages the ministry’s strategic infrastructure planning process in partnership with the acute care site teams, ambulatory site teams, Real Estate’s Design & Construction and Capital Finance. Ensures the program’s annual capital request is aligned with Capital Finance’s timeline and requirements
  • Develop and maintain system wide Non-Threshold Infrastructure (NTI) database to facilitate timely prioritization and a distribution of investment in line with the program principles and the Ministry’s values and strategic business priorities, including growth strategies and Sustainability
  • Evaluate market trends and benchmarking related to investment in infrastructure, continually evolving the business case for the program.
  • Establish program Key Performance Indicators, including monitoring and reporting to the governance process.
  • Participate in the process for securing financial approval for capital improvements, assisting the care site teams as needed.
  • Lead the expansion and continual improvement of uniform design guidelines standards for Real Estate, including the on-going variance committee and annual review process, to ensure facilities are built efficiently in accordance with ministry life cycle cost guidelines.
  • Develop, document, and deploy the long-term building automation strategy and align implementation with the overall program priorities.
  • Identify, develop and deploy strategic initiatives within the NTI program to ensure maximum impact of the program’s investment, such as consolidated roofing partnerships, elevator prioritization, or a system-wide paving partnership.
  • Establish and maintain strong relationships with the Acute Care and Ambulatory facility management partners, including participating in the governance processes as needed.
  • Partner with Design & Construction on Ministry wide buying opportunities by consolidating multi project purchases were possible and in cooperation with System Director, Planning and Pre-Construction
  • Facilitates best practice sharing and implementation across facilities and teams; emphasizes and promotes a culture of continuous improvement.
  • Develops and maintains positive relationships with hospital leadership teams; monitors customer satisfaction feedback and develops improvement strategies.
  • Engage and provide oversight to third party engineering firms, both for Infrastructure projects and process improvement related initiatives. This typically involves 5-7 external partner companies, with 15-20 individuals engaged.
  • Review, approve and oversee critical NTI project costs, schedule and scope in compliance with the overall NTI program.

  • Bachelor’s degree in engineering or building construction, management, or construction management
  • Healthcare facilities management with 5 years’ progressive program management experience
  • Knowledge of common commercial mechanical, electrical, piping/plumbing, and controls systems, terminology, and industry trends that affect core and non-core hospital facilities management operations

  • Acute Care facilities management operational leadership experience
