Job Description - Assistant Human Resources Liaison

Assistant Human Resources Liaison Location Hybrid remote in Boston, MA : The Massachusetts Department of Public Health (DPH) is seeking an experienced Assistant Human Resources (HR) Liaison to provide essential support to DPH hiring managers and hiring assistants. This role will provide essential HR support to DPH managers, supervisors, hiring managers and personnel liaisons within the Bureaus, Offices and Hospitals and serves as a supporter to the Human Resources Liaison team between the Commissioner/Executive Team at the Department of Public Health and the centralized Executive Office of Health and Human Services (EOHHS) Human Resources office. As a primary point of contact with the Bureaus and Offices Personnel Liaisons, you will develop and maintain strong relationships, provide recommendations, and solicit input from the Personnel Liaisons on resources. With approximately 3,200 state employees, the Assistant HR Liaison communicates with staff regarding applicable EOHHS updates, benefits information, and general HR-related resources. The Assistant HR Liaison provides support for managers with HR needs or challenges, such as employment compliance, staffing support, management hires/promotions projects, employee voluntary reassignment support, and HR related projects and personnel. Duties and Responsibilities (these duties are a general summary and not all inclusive):
  • Provide resources to bureaus and offices Personnel Liaisons (PLs) and Operations Managers, such as any compliance related guidelines to the HRCMS (MassCareers) and all aspects of the hiring process, including position development, approvals guidance, job posting, recruitment resources, candidate selection, interviewing protocols, hiring procedure and compliance.

  • Collaborate with groups such as EOHHS Labor Relations, EOHHS-HRBPs, EOHHS Classification and Compensation, Data Analytics, Communications, to gather information and move projects through the EOHHS HR and HRD process.

  • Participate and assist in a variety HR related projects and diversity committees with a high degree of confidentiality and complexity.

  • Provide assistance with and maintain accurate records for actions with HR functions such as employee relations case resolution, employee leave and reassignment, hiring activities, reductions in force, service requests, etc.

  • Act as Project Manager for various activities surrounding employee recognition, compliance tracking and audits, etc. Manage coordination, communications, and post-project debriefing.

  • In collaboration with peer Assistant HR Liaison, attend regular meetings with PLs for progress updates, challenges, support needed and updated procure changes.

  • Attend training and compliance meetings.

  • Provide support and related training resources for hiring; work with the training team for hiring assistance at DPH Central.

  • Monitor overall hiring process. Generate MassCareers reports including new hires. Promote job opportunities and connect interested candidates to job opportunities.

  • Serve on EOHHS and DPH committees to represent HR Liaison team, including Diversity committee, Safety committee, etc.

  • Serve as member of the Future of Work (FOW) team; assist with coordination of FOW town halls and trainings, and website management.

Preferred Qualifications:

  • Prior HR experience (in the capacity of Personnel Liaison, HR Generalist or HR Project Manager) working across multiple facets of Human Resources Experience preferred.

  • Comfortable working in a dynamic, fast-paced environment with people skills.

  • Strong communication, analytical, and problem-solving skills.

  • Articulate, diplomatic, professional, and able to give advice and feedback that is constructive and helpful.

  • Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, Visio and Taleo a plus.

  • Demonstrated ability to easily flex style and/or approaches to successfully manage changes in priorities, deadlines, and workload.

  • Ability to work with a high degree of initiative, resourcefulness, and autonomy.

  • Passion for innovative HR solutions and process improvement initiatives.

  • Understanding of diversity and the importance/ commitment to shaping and developing a positive, inclusive, diverse, and supportive work culture.

Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V. A Doctorate degree in a related field may be substituted for the required experience.
