GENERAL DESCRIPTION:

 

This position is the Camp Guernsey Billing & Purchasing Specialist. This position invoices customers on all training expenses regarding range and maneuver utilization at Camp Guernsey Joint Training Center. It manages the distribution of operational funds ensuring all purchases are executed legally and follow all applicable and appropriate State/Federal guidelines. It maintains accountability of all state operational inventories, participates in the annual catalog of services updates, stands as a member of the utilization packet team, and serves as an operational point of contact for HRO and USPFO.

Human Resource Contact:   ESSENTIAL FUNCTIONS:

The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.  

  • Billing for range and maneuver space usage: manages all customer billing duties related to range and maneuver USPFO-approved expenses. Usage is verified and deposited in AMSCO. Assist in the catalog of services annual updates.
  • Purchaser: manage all operational purchases. Meets fiscal law requirements, managing approved funds for SIMS Center, Operations, Range Control, and Fire Desk. Acts as a purchasing liaison with CFMO and USPFO. Manages scheduling and servicing of high-end equipment.
  • Accountability of items: manages all operational inventories and POC for all state inventory inspections. Maintain, inventory, and re-order bench stock items.
  • Camp state liaison: Maintains open communication with HRO, CFMO, and USPFO to assist with timecards, policy, employee messaging, and suspense duties.
PREFERENCES

: Preference may be given to the candidate who has experience with billing and purchasing in the State of Wyoming government. KNOWLEDGE:  

  • Knowledge of Agency rules and regulations.
  • Knowledge of working of state government.
  • Knowledge of State statutes.
  • Knowledge of agency mission.
  • Knowledge of the administrative process.
  • Knowledge of principles of customer service and process improvement.
  • Knowledge of fiscal law.
  • Skilled in all Windows-based software.



MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

 

Experience:

0-2 years of progressive work experience (typically in Business)

 

OR

 

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Business)

 

Certificates, Licenses, Registrations:

None

PHYSICAL WORKING CONDITIONS:
  • This job is performed in a normal office environment.
  • A federal background check is required.
