Job Description - Coordinator II - Employee Evaluations & Performance Management

GENERAL DEFINITION OF WORK Under the supervision of the Chief Human Resources, the Coordinator I - Employee Evaluation and Performance Management will support administrators, supervisors, educators, and system employees in all aspects of the employee evaluation system, including but not limited to: self-assessment, goal setting, plan development, collection of evidence, and formative and summative assessments; work with a variety of individuals and serve as liaisons between schools, offices, district content experts, administrators, and executive-level administrators to ensure the performance evaluation process supports effective teaching in every classroom, effective leadership in all schools, and effective performance of non-teaching personnel; work year round on training, support, and capacity building throughout the district. Serves as a liaison between the Virginia Department of Education (VDOE) and the Danville Public Schools. Interprets and administers VDOE regulations and serves as a point of contact and resource for the division's staff related to licensure laws and guidelines. ESSENTIAL FUNCTIONS
  • Train principals and other administrators on all performance evaluation systems and evaluation procedures (Frontline)
  • Collaborate with District departments to develop training programs aimed at aligning employee performance with organizational goals
  • Provide ongoing oversight and support to ensure that performance measures are being used to effectively evaluate staff
  • Assist with developing and implementing performance improvement plans as aligned with the division's evaluation system
  • Facilitate and coordinate with District departments and administrators in planning of the performance evaluation of employees on completion of their probation period and for annual assessment
  • Ensure that the performance evaluation data are entered into Frontline or other tracking documents
  • Guide and assist administrators in setting performance objectives for the coming year and ensure tracking of the same
  • Develop and implement technology used to support evaluation (in collaboration with the Information Technology Department)
  • Create reports for District use and analysis
  • Support educator and educational support personnel self-assessment, goal setting and growth plan development
  • Work toward building systems in each school and location that will be able to provide ongoing support to teachers and educational support personnel in the realm of evaluation
  • Provide technical assistance to principals and other administrators to drive evaluation rollout success in every school and location
  • Support the culture of effective teaching and learning and utilize performance evaluation processes to gauge effectiveness
  • Research and initiate alternative methods or programs for educator observation and evaluation in collaboration with District instructional administrators
  • Collaborate with the Director II - Professional Learning to implement professional learning strategies as they relate to evaluations
  • Revise evaluation systems as required by updates at the State level
  • Collaborate with the Director III - Assessment and State Reporting on key elements of the evaluation program that are related to student assessments
  • Collaborate with the offices within the Department of Curriculum and Instruction on student growth measures and other key elements of evaluation systems that are related to instruction
  • Create and lead the creation of reports that provide and track metrics related to employee performance and evaluation
  • Coordinate the implementation of evaluation related initiatives
  • Ensure school personnel are properly licensed and renewed as required by VDOE; interpret VDOE licensure regulations
  • Ensure that teachers complete mandatory training series to include: First Aid, Blood Pathogens, Sexual Harassment, child Abuse Reporting, etc.
  • Serve as the division liaison to the VDOE regarding licensure issues
  • Counsel employees and applicants on requirements and procedures for VDOE licensure
  • Screen employment applications for licensed applicants
  • Process fees, review transcripts and college verification forms, and evaluate credentials to determine initial licensure eligibility and eligibility for adding endorsements
  • Review course syllabi for approval for added endorsements for instructional, administrative, and clinical services
  • Handle/process tuition reimbursements
  • Review Tuition Reimbursement and Content Course forms for approval and assist the Chief Human Resources Officer in granting approval of requests
  • Initiate paperwork to process licensure requests, renewals, and changes; review completed forms and forward materials to VDOE for consideration
  • Analyze credentials of prospective instructional, administrative, and clinical services employees
  • Maintain licensure records and data charts, to include preparing and distributing written reminders to individuals regarding licensure deadlines and requirements
  • Prepare and distribute course and licensure information bulletins
  • Assist with the education of license holders regarding changes in requirements and/or procedures
  • Analyze transcripts for licensure renewal
  • Advise license holders of options available to obtain license renewal points within the ten-year validity period of the license
  • Prepare letters, reports, and memos in reference to licensure matters, as applicable
  • Respond to employee licensure questions and/or concerns
  • Prepare for the Chief Human Resources Officer's review and approval the Division's annual Instructional Personnel report
  • Oversee the filing of licensure material in employee personnel records in an accurate, timely manner
  • Lead licensure efforts for teachers whose positions may require a license and/or certifications
  • Plan, develop, organize and implement an annual event to honor teachers of the year, support employees of the year, and retirees (in collaboration with the Teacher Quality Specialist)
  • Perform other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of all District and State evaluation systems
  • Ability to work under tight deadlines achieving goals successfully
  • Ability to analyze complex data and communicate effectively verbally and in writing
  • Strong written and verbal communication skills
  • Ability to present information to large and small groups
  • Ability to build and sustain positive working relationships with all DPS constituents and external partners
  • Demonstrated project management experience
  • Proficient with technology including Microsoft Office (Word, Excel, PowerPoint), Google (Docs, Slides, Sheets) word processing, spreadsheets, and other computer applications
  • Exceptional time management and interpersonal communication skills
  • Thorough knowledge of Virginia Department of Education licensure regulations.
  • Ability to interpret, explain, and apply VDOE licensure regulations; ability to evaluate transcripts/credentials
  • Ability to collect, analyze, synthesize, and evaluate complex information to produce reports
  • Ability to understand college transcripts
  • Thorough knowledge of standards and high-level office practices and procedures, equipment, and techniques
  • Ability to interpret and apply policies and procedures
  • Ability to exercise independent judgement, tact, and initiative
  • Excellent human relations skills and ability to establish and maintain successful cooperative working relationships with school-based and central office staff, as well as with local and state agencies
  • Ability to organize multiple tasks, develop procedures; ability to prepare and present training of individuals and groups
EDUCATION AND EXPERIENCE
  • Graduation from an accredited undergraduate program in education
  • Must hold or be eligible for Virginia teaching license
  • Minimum of five (5) years of successful classroom/teaching experience
  • Master's degree preferred
  • Successful experience as a school administrator or supervisor is strongly preferred
PHYSICAL CONDITIONS AND WORK CONTACTS Work is typically performed in an office setting, primarily sitting at a computer. Occasional walking, light lifting up to 25 pounds, and other limited physical activities are required. Travel to schools and other departments within the division. Daily contact is made with the district administrators and other employees in person, by telephone, via email, and in writing. TERMS OF EMPLOYMENT 12 months (260 days); at least 8 hours per day EVALUATION Performance evaluation will be conducted annually by the Chief Human Resources Officer on the effectiveness by which the employee has carried out the above responsibilities.
