Job Summary



Help play an important role in the health of Minnesotan women. The Cancer Control and Prevention/Sage Programs section of the Health Promotion and Chronic Disease (HPCD) division seeks a Research Scientist 3 to be the Sage Programs Data Manager and Evaluator.

Responsibilities of the position include, but are not limited to:

  • Conduct research, evaluation, and statistical analysis on various methods and programs used in the Sage Programs Section.
  • Develop and execute Sage Programs evaluation data management plans and provide data preparation, management, and analysis for electronic health record (EHR) transfers with clinics, internal IT connections, and reporting with the CDC and other funders.
  • Design and develop intervention studies, surveys, and other special research and evaluation projects such as systems to evaluate work conducted with Sage-eligible participants.
  • Participate in grant writing and applications.

Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest MDH office location. Attendance to in person quarterly meetings in St. Paul is required and there will be additional periodic requirements in office based on the business needs of the unit and supervisor discretion.

Qualifications

Minimum Qualifications

To facilitate proper crediting, please ensure your resume/application clearly describe your experience in the areas listed below and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of the qualifications will be considered for this position.

Four (4) years experience in health-related research design and methodology. Experience to include all the following:

  • Conducting laboratory analyses in an analytical or research program.
  • Data collection and analysis, data quality assurance, and cleaning.
  • Interpretation of program outcome and evaluation data.

A degree in public health, epidemiology, biology, nursing, psychology, social work, biostatistics or related field may count towards experience as follows:

  • Master's = 18 months
  • Doctoral = 24 months

Ability and skills to be assessed during the interview process:

  • Ability to identify and evaluate relevant information and make recommendations.
  • Knowledge of survey and scale construction, design and measurement theory.
  • Human relations and communication skills sufficient to achieve effective working relationships with internal and external stakeholders.
  • Ability to present results clearly and effectively in writing and effectively organize and synthesize material from diverse sources into comprehensive reports, manuscripts, and grant applications.

Preferred Qualifications

  • Experience with cancer control.
  • Experience with database management programs/statistical software such as SAS, SPSS, Stata or R.
  • Experience coordinating multiple tasks and activities of others to implement an intervention or survey/data collection project.
  • Experience identifying potential funding sources and writing grant proposals.
  • Experience with clinical health systems, services, and electronic health systems.
  • Experience using appropriate methodology to answer complex research questions.
  • Knowledge of MDH authority and responsibilities for collecting, protecting, analyzing, and disseminating data.
  • Ability to identify and evaluate scientific literature, synthesize relevant information, and make recommendations.

Additional Requirements

  • Must successfully pass a background check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
