POSITION SUMMARY:
Under general supervision performs work of moderate difficulty in engineering tasks requiring the application of standard techniques, procedures and criteria; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
Performs engineering tasks that are planned to provide experience and familiarization of the area assigned.
Applies standard engineering principles and techniques in specific situations.
Adjusts, correlates, and analyzes data.
Recognizes discrepancies in results and follows operations through a series of related detailed steps or processes.
Makes field surveys and observations.
Completes or assists in the completion of design studies.
Prepares plans, specifications and cost estimates for waterworks projects, streets, alleys, highways, sanitary sewers, storm sewer, drainage projects, sewage treatment projects, pollution control projects, building and grounds maintenance and traffic engineering projects.
Reviews contractor's and employee's work to determine and/or measure quality and quantity of work completed.
Ensures compliance with contract as bid.
Interprets plans and explains work to construction foremen.
Reviews applications and engineering plans for the operation, construction, installation or alteration of any equipment capable of emitting pollution into the open air.
Monitors progress of non-complying sources in achieving compliance.
Assists industry in analyzing emission problems and recommends techniques for problem solving.
Testifies as an expert witness as necessary.
Investigates complaints and/or gives replies to the public concerning requests for engineering information.
Prepares a variety of engineering reports and legislation; represents Division at meetings.
Provides supervision and/or work direction to other personnel.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from an accredited college or university with a Bachelor's Degree in Engineering or Engineering Technology.
Position assignment at the Division of Engineering Services requires the applicant to have obtained a Bachelor or Master of Science in Civil Engineering or be enrolled in the last semester of an accredited Civil Engineering Program. Verification of graduation from the Civil Engineering Program must be provided prior to appointment.
Position assignment at the Division of Environmental Services requires graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering with an emphasis in environmental, Chemical Engineering, Petroleum Engineering, Environmental Engineering or a closely related area.
Must possess a valid driver's license. Possession of an engineer-in-training certificate desirable.
Position assignment at the Division of Maintenance and Public Buildings will require possession of a contractor/supervisor asbestos abatement practices certificate within one year of appointment.
Position assignment at the Division of Water Treatment will require possession of an Ohio P.E. license within the first eight (8) years of employment.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employees selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employees bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employees annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)
The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).
Under the 401(k) plan, an employees retirement savings contributions are deducted from the employees paycheck before taxation. The City does not make contributions on the employees behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employees retirement savings contributions are deducted from the employees paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
