The Childhood Lead Poisoning Prevention Program (CLPPP) within the Bureau of Climate and Environmental Health (BCEH) seeks a dynamic supervisor to oversee the day-to day operations of a new HUD lead paint hazard reduction capacity building grant. This position provides direct supervision to the Outreach and Intake Coordinator and indirect supervision to outreach and lead abatement contractors. The Supervisor will work closely with HUD Grant Program Director to create a framework for project implementation to build statewide lead outreach, inspection, and abatement capacity. The incumbent will need to understand and implement a regulatory crosswalk between federal and state policies to ensure that the appropriate standards are utilized, and grant objectives are met. The incumbent will also work closely with external partners including Local Boards of Health, Attorney General’s Office, other Office for Healthy Homes and Lead Hazard Control grantees, and Housing and Livable Communities, local rehabilitation authorities, and local community development and block grant recipients to increase understanding and compliance with the Massachusetts Lead Law and to create a pipeline of units for abatement.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

• Provide environmental training and expertise for the intersection of MA and HUD abatement regulations and standard operating procedures.
• Conducts monthly team meetings to communicate protocols, build capacity, and foster working relationships.
• Evaluates work product responsibilities and re-distributes workload accordingly.
• Conducts meaningful and timely evaluations using supporting data and communicates this to the HUD Grant Director for analysis and grant reporting.
• Collaborates with the CLPPP staff responsible for coordinating refresher trainings for private lead inspectors, code enforcement inspectors, and code enforcement lead determinators.
• Ensures Program alignment with mission and strategic planning of the Bureau.
• Monitors the grantees and outreach activities, identifies barriers, challenges, and successes and shares with all grantees to ensure consistency across vendors.
• Conducts reinspection and clearance activities for abatement projects. Identifies problematic scopes of work and/or poor workmanship. Communicates with licensing agencies, training providers, and workforce and project supervisors to ensure quality improvement.
• In collaboration with management, reviews and recommends operational strategies and proposed policies, regulations and programs affecting the environmental component and compliance/enforcement.
• Develops training and educational materials to provide technical assistance for public and private agencies to organize educational workshops and seminars on the subject of childhood lead poisoning prevention and abatement financing.

Required Qualifications:

• Able to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of engaged contractors, and available resources; controlling work through periodic reviews and/or evaluations; determining training needs and providing or arranging for such training; motivating licensees and others to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
• Knowledge of the types and uses of equipment used for the measurement of pollutants.
• Capacity to analyze and determine the applicability of environmental data, to draw conclusions and make appropriate recommendations.
• Ability to understand, explain and apply the laws, rules, regulations, policies, specifications and procedures governing assigned unit activities.
• Able to work independently.
• Capable to adapt to varying work situations.
• Ability to establish and maintain harmonious working relationships with others.
• Capability to maintain accurate records.
• Able to communicate effectively in oral expression and in writing.
• Capacity to read and interpret documents such as plans, equipment operating manuals, specifications, layouts, blueprints, test results, technical manuals, etc.
• Means to prepare general reports.

Preferred Qualifications:

• Possession of a valid and current Massachusetts Master Lead Inspector License
• Valid Massachusetts Class 3 Motor Vehicle License.
• Access to a motor vehicle.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

• Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
