Job Description - Housing Manager

About Us:

Eight million Americans are one paycheck away from becoming homeless. In Washtenaw County, 5000 people are experiencing homelessness. The Shelter Association of Washtenaw County (SAWC) was established in 1982 and is the primary provider of services and emergency shelter for Washtenaw County individuals. SAWC is housed at the Robert J. Delonis Center in downtown Ann Arbor. SAWC works with a diverse range of people struggling with homelessness, including first-time homelessness, veterans, domestic violence survivors, and people battling substance abuse and/or mental health issues. Services are offered through our core programs: Residential Emergency Shelter, Non-Residential, Shelter Diversion, Recuperative Care, and Winter Shelter. The SAWC serves almost 1500 people annually.

Ending homelessness, one person at a time.

Position Profile:

The Housing Manager supervises the housing case management team as they assist clients with working toward permanent housing. The manager will work extensively with community resources and act as a representative of SAWC while liaising with other agencies. The Housing Manager must have expertise in collecting data and preparing reports as assigned and be able to work well with community partners. The Housing Manager maintains a small case load of higher acuity guests, aiding them in moving into safe, permanent housing.

As a member of SAWC’s leadership team, the Housing Manager is also responsible evaluation and improvement our housing programs. They work closely to hire, train, and supervise case managers to be successful in their role. They work in coordination with other case managers to prepare a plan with the client to find housing as soon as possible, following the “Housing First” model. Hours include afternoons and weekends, and the role does require flexible hours at times. The Shelter is a 24/7 operation and does not close.

This position has an annual salary range of 53,000-58,000. Duties & Responsibilities:

  1. Adhere to NASW Code of Ethics. Model and act according to low barrier shelter principles. Work diligently to aid clients in removing barriers to service provision.
  2. Train, supervise, and provide ongoing professional development to case management staff. Complete all staff evaluations and HR documentation for all direct reports.
  3. Directly assist staff in crisis situations. Take control and manage crisis situations as necessary.
  4. Hire new case management staff in accordance with recruitment and selection plan.
  5. Steward and maintain partnerships and collaborations with local community organizations. Act as a liaison for organizations in the community including Crisis Response Team, Community Housing Prioritization Committee and others as required.
  6. Provide guidance and expertise to agency leadership team on housing matters.
  7. Conduct regular client case reviews and team meetings.
  8. Share on-call responsibilities with agency program leadership staff
  9. Carry out overall operations duties as assigned
  10. Complete real-time data entries in HMIS system to ensure that case record is complete and up-to-date as needed
  11. Assist the Housing Director in reviewing grants and other regulations and ensure compliance in program and ensure all data collection for reports.
  12. Manage assigned partial caseload as needed. Coordinate coverage for case management when out for an extended period of time.
  13. Transport clients in personal vehicle, as needed.
  14. Meet with clients in the community, as needed.
  15. Assist with coordination of cases and support Case Managers.
  16. Provides for scheduling of staff members and on-call coverage.
  17. Monitor and evaluate case manager data entry quality to ensure case management standards are met and there is an effort toward continuous quality improvement.
  18. Provide ongoing support to part of the case manager’s team to facilitate a team culture centered on the agency mission, vision, and values.
  19. Work weekends and holidays, as assigned.
  20. Understand and utilize community resources, as appropriate to client needs.

Health and Safety with COVID-19:

The Shelter Association is committed to ensuring the health and safety of our clients and staff. This is especially imperative as we work with a vulnerable population and this position requires in person work. To do this we are partnered with our local Public Health department and have enacted significant health and safety measures including:

  • Health and Safety training provided for all new and current staff
  • Personal Protective Equipment (PPE) training and supplies provided
  • COVID-19 rapid testing available for clients and staff
  • Rigorous onsite cleaning protocols
  • Coordination with local hospital systems and Public Health

Qualifications:

  • Bachelor's degree preferred in social work, business, management, human resources and 2+ years of experience in management at a not-for-profit agency. Masters Degree in Business Administration or Social Work a plus.  Please note the SAWC will consider alternative, comparable experience to a degree.
  • Demonstrated understanding of the issues of Homelessness and Housing.
  • Strong computer skills
  • The successful candidate will work well with teams and be adept at team building and performance measuring.
  • Excel at operating in a fast pace, community environment.
  • Demonstrated leadership and vision in managing staff groups and major projects or initiatives.
  • Demonstrated strong critical thinking skills.
  • Must have a positive attitude, be open to change, and eager to be a part of achieving greater mission of ending homelessness.

Additionally the person that fills this position must:

  • Able to work as a team member
  • Utilize good judgment and clear thinking in crisis situations
  • Be both assertive and welcoming
  • Not easily intimidated, but non-threatening in approach to clients.
  • Be culturally competent, including working with those who have serious mental illnesses, who are suffering from chemical dependency, or who have varying gender identifications or sexual preferences.
  • Able to be mindful of personal boundaries, ethical obligations and the primacy of client needs.
  • Commitment to economic justice, civil and human rights issues.
  • Mature in nature and professional in action.
  • Valid Michigan Driver’s License and reliable transportation.
