What We Do :
OhioMHAS operates regional psychiatric hospitals in six locations across the state that operate 365/24/7. Our specialized facilities provide short-term, intensive treatment to patients in both inpatient and community-supported environments. We also deliver comprehensive care to patients committed through the criminal justice system.

Work Hours : 8:00 a.m. - 4:30 p.m. Monday - Friday
What You'll Do :
Serves as agency recruitment and hiring contact: plans and coordinates facility competitive hiring functions; develops and implements program policies and procedures related to recruitment and hiring program for the purposes of efficiency and economy. Oversees recruitment initiatives (e.g. assists agency Human Resource Director with identification of and contact with recruiting sources; develops recruiting plan; tracks success or return-on-investment for various recruiting strategies) and coordinates with other agencies for referrals for routine and critical vacancies; assists with development of posting and recruitment materials (e.g., position descriptions; advertisement for all media; marketing materials to promote employment) requests and maintains certification/eligible and/or provisional lists; screens applicants for minimum qualifications, verifying credentials if applicable, according with contract and/or department policies, procedures and requirements, prior to providing applications to supervisors/manager for review; coordinates submission and approval of interviewing questionnaires; assists with development and conducts structured interviews; processes recommendations of candidates for employment (e.g., reviews interview materials to ensure required documentation is in place; conducts reference checks; contacts candidates to ensure interest in position; schedules drug screening, BCI checks and unclassified background checks; prepares personnel actions to effect hiring; coordinates preparation and mailing of notices to candidates). Assists agency Human Resource Director with developing and implementing human resources policies and procedures; prepares reports and documents all recruitment and hiring initiatives; develops and maintains schedule of recruitment activities and lists of sources; utilizes variety of recruiting tools (e.g., technology based services, recruitment events, external customer partnerships); prepares correspondence, provides advice to managers and current and perspective employees on personnel policies, procedures, benefits and other hiring issues; enforces adherence and compliance to administrative regulations, civil service laws, collective bargaining agreements, equal employment opportunity requirements, FLSA (Fair Labor Standards Act) regulations and ADA(American’s with Disability Act). Responsible for classification plan compliance (e.g., monitoring & auditing PD decentralization/position compliance); human resources policy development (e.g., formulation & implementation of human resources program policies such as overtime, employee conduct, dress code).
Performs related administrative duties: conducts orientation of human resources policies to new employees; serves as point of contact for human resources training initiatives (e.g., provides performance evaluation training, OAKS training); prepares & maintains (e.g., enters information in computer program, adds &/or deletes as needed) current seniority lists acknowledging specific bargaining unit agreements; performs other related duties as assigned: assists with audits and grievances related to hiring issues; assists with job analyses (e.g., Position Specific Minimum Qualifications) to support identification of necessary modifications to existing classification specifications, staffing requirements and optimum utilization of human resources.
Performs related miscellaneous duties : prepare, complete & organize personnel forms & reports; types personnel actions; obtains & enters information to OAKS, organize & maintain confidential employee personnel records, complete &/or review paperwork to ensure accuracy & compliance with civil service laws, rules, & procedures, counsels employees & staff on personnel related issues, answer questions & resolve problems regarding civil service laws, rules & procedures, labor contracts & benefits, assists administrative staff with complex personnel issues (advises Human Resources Director on complex personnel issues), process employee separations and exit interviews as assigned, serves on Ethics & Strategic Planning Committees, attend meetings.
