  • Working Condition: Hybrid > This position can be mainly remote but has some requirements for in-person work.

  • This is a permanent, full time, management service position.

WHAT YOU WILL DO

The person in this position will serve as a Human Resource Consultant and Business Partner in all the areas of human resources to provide a supportive, inclusive, and equitable workforce management strategy and philosophy. Use expert knowledge of Human Resources to create action plans/policies/systems/strategies that fit both the unique requirements of OHCS and fit within the DAS statewide practices.

Partners with and provides consultation to managers and supervisors on a broad spectrum of complex human resources issues. Decide upon and take actions that are corrective or proactive. Advise, coach and guide managers and staff regarding Federal and State HR laws and policies, Collective Bargaining Agreements, employee benefits and leave, recruitment and selection, affirmative action, diversity development, policy development, ADA, investigations, and other HR management related issues. Leads projects and serves as a consultant on a peer HR analyst team. Provide employee support, resources, and guidance that demonstrates care for the employee and helps meet the needs of the agency.

MINIMUM QUALIFICATIONS

A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position.

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.
-OR-
Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

  • Experience reviewing and interpreting rules, policies, and regulations relevant to personnel procedures and providing guidance to employees in human resource matters.

  • Advanced written and verbal communication skills and skills in mediation.

  • Critical thinking skills, expertise in human resource subject areas, and judgment to evaluate and analyze the facts and data needed to formulate appropriate course of action.

  • Knowledge of dispute resolution practices and mediating informal agreements.

  • Skills in resolving complex concerns that require extensive understanding of ADA and employment law.

  • Skills in facilitating meetings and in making oral presentations to groups.

  • Knowledge of Workday and skilled in computer software for Word, Excel, Smartsheet, database tracking systems.

  • Ability to exercise time management skills, balance multiple priorities, and demonstrate a sense of urgency to consistently meet timelines and due dates.

  • Excellent verbal and written communication skills, including ability to write reports, policies, and procedures.

  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
