Job Description:

In partnership with Gundersen Health System (GHS) and Affiliate Senior Leadership, the Human Resources Coordinator is responsible for applying business knowledge and human resources (HR) expertise in a wide range of HR, payroll, and financial services to Tri-State Ambulance and Tri-State Regional Ambulance. As a key role in the success of the organization, is responsible for recruitment, benefits, leave programs, and HR best practices while facilitating a positive relationship between staff and Senior Leadership within the affiliate locations and Gundersen Health System. Offers guidance on performance management and employee relations.

Major Responsibilities:

1. Administers HR initiatives in a combined union/non-union environment to help improve the employee experience, including performing administrative tasks to execute human resource programs such as compensation, payroll, benefits, and leave; disciplinary matters; performance and talent management; recognition and morale; and training and development.
2. Maintains policies and procedures, employee records, and regulatory compliance with local, state and federal employment laws, benefit laws, and regulations.
3. Is responsible for recruitment, job descriptions, job postings, background and license checks, and pre-hire activities.
4. Maintains human resource information system records and compiles reports from the database. Provides information to leadership, government, the union, and others as required.
5. Answers employee questions and addresses employee concerns; to include recruitment, benefits, payroll, employee safety, policies, wellness and health. Assists in data gathering regarding employee relation issues.
6. Administers employee benefits programs for union and non-union employees including health and welfare, PTO, retirement and other total rewards and assures compliance with all applicable state and federal regulation. Implements new benefit programs and/or change in Carriers/Benefit offering. This involves seeking out vendors and quotes, reviewing options and making recommendations to leadership, completing survey requests, retrieving census data from payroll system, developing communication materials, and conducting employee education sessions.
7. Provides benefit plan interpretation, guidance, and counsel to employees, HRIS representatives, and managers.
8. Educates and informs employees of rights and options under various benefit plans. Enrolls employees in benefits elected. Establishes payroll deductions.
9. Designs and administers annual open enrollment process. Establishes open enrollment timeline to account for actual period of enrollment, data summarization, and transfer of data to Carriers to accomplish actual enrollment.
10. Administers PTO plans. Calculates amount available for cash out on termination of employment, retirement, or in-service option. Assists employees with questions about accruals, cash out, carry-over, and required usage.
11. Provides consultations for employees anticipating retirement to explain continuing coverage under the health and welfare plans, for beneficiaries upon employees’ deaths to complete life claim and to transition other benefits, and for injured or sick employees who need to file disability claims. Provides terminating employees and others with COBRA notices as required. Assists employees to understand their rights and options available to them.
12. Reviews and administers Family Medical Leave Act (FMLA) leave requests, medical certifications, and tracks hours and eligibility.
13. Tracks work related injuries and illnesses. Files workers compensation claims and works with insurance representatives and injured employee. Prepares required OSHA reports.
14. Provides guidance and consultation to leaders on Employee Relations issues including hiring, investigations, coaching, discipline, terminations, and collective bargaining.
15. Audits and corrects data collected in the scheduling/timecard system. Processes and distributes hourly and exempt multi-state payrolls for union and non-union employees, ensuring compliance with regulatory and taxing authorities. Reviews and resolves complex issues related to payroll processing, payroll taxes, and payroll accounting. Maintains individual payroll records, prepares year-end tax forms, files quarterly and year-end tax reports, and compiles periodic and special reports on payroll matters. Tests and implements payroll system changes, enhancements, and process improvements.
16. Participates in system upgrades, new application implementations, system patches, process improvement, system integration, and system testing projects. Works with HRIS and management to develop and implement the automation of HR processes; identifies issues and recommends solutions.
17. Maintains bank accounts. Manages lines of credit. Works with investment vendors and senior management on fiscally responsible solutions. Transfers cash between accounts as necessary for the most efficient and fiscally responsible cash management. Maintains accurate bank registers and prepares monthly bank reconciliations.
18. Designs, prepares, and maintains various spreadsheets to support general ledger entries and other reporting and analysis needs. Oversees provision of complete and accurate data to accounting for month end and year end closing. Oversees accounts payable and non-patient billing.
19. Oversees office/administrative operations for multiple departments assuring they run smoothly and interact effectively. Collaborates with management to ensure that resources are prioritized and in place (i.e. staff, equipment, supplies, technology, and processes, etc.) and properly utilized to achieve organization objectives through the most effective and efficient operations. Recommends new approaches and procedures to continually improve efficiency of the services performed.

Education and Learning:

Bachelors Degree in Human Resources, Accounting or Management

Work Experience:

REQUIRED

2 Years Payroll, Human Resources and/or Benefits Experience
