Job Summary



The Department of Iron Range Resources and Rehabilitation is seeking to fill the permanent, full-time (1.0 FTE) position of Human Resources Generalist (HR Technician 2).

This position provides professional level Human Resources work for the Department of Iron Range Resources and Rehabilitation. Areas of responsibility include:

  • Serves as the agency HRIS transaction specialist.
  • Serves as the Workers Compensation Coordinator/Claims Manager and Safety Officer.
  • Assists in recruitment, selection, and affirmative action efforts.
  • Assists in handling employee inquiries regarding labor relations issues and insurance benefits as well as HR policy inquiries.
  • Maintains personnel files and records, and HR forms and policies.
  • Coordinates drug and alcohol testing.
  • Provides support to agency HR and Operations functions.
  • This position will deal with confidential documents as defined by M.S. 13.37.

This position is located in Eveleth, MN with the eligibility for a mixture of in-office and telework. Occasional travel is required.

Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position.

Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:

  • Two (2) years of human resources experience that includes at least two of the following:

o Experience using an HR data management system or electronic applicant tracking system sufficient to maintain accurate applicant and employment records.

o Experience with the recruitment and selection processes; posting job openings, reviewing resumes, preparing job offer letters, initiating pre-employment checks, and/or onboarding new employees.

o Experience providing benefits information to employees.

  • Bachelor’s degree may substitute for one year of experience; Associate’s degree may substitute for six months of experience.

AND

  • Strong computer skills, experience with Microsoft Office Suite (Microsoft Word, Excel, Outlook, Teams, Adobe Acrobat).
  • Excellent oral and written communication skills sufficient to explain human resources policies, procedures, and collective bargaining agreements and offer solutions to employees, managers, and supervisors.
  • Effective customer services skills sufficient to respectfully and professionally communicate information and resolve issues with varied and diverse clientele.
  • Ability to set priorities and meet deadlines for a frequently changing workload.
  • Decision making skills with ability to evaluate complex information, research options, interpret language, and provide responses.
  • Ability to maintain confidentiality.
  • Experience working with a diverse clientele including the commitment to equity and inclusion in the work environment.

Preferred Qualifications

  • Experience using the State of Minnesota’s applicant and HR data management systems including Recruiting Solutions and SEMA4.
  • Experience with or knowledge of Workers Compensation, MN State, and OSHA regulations.
  • Familiarity with administering employment law such as: Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), American Disability Act (ADA), Equal Employment Opportunity (EEO).
  • Experience with compensation systems and establishing wage upon hire.

Additional Requirements

This position requires the successful completion of the following:

  • It is the policy of the Department of Iron Range Resources & Rehabilitation that all employees submit to an employment and criminal background check prior to employment.
  • Employees must be able to transport themselves to the agency and to agency external meetings or obligations.
  • In accordance with the Department of Iron Range Resources & Rehabilitation's Vehicle Fleet Safety Program, employees driving on agency business who use rental or state vehicles shall be required to conform to Department of Iron Range Resources & Rehabilitation's vehicle use criteria and consent to a Motor Vehicle Records check.
  • This position is eligible for telework - the incumbent will be expected to complete a telework agreement.
