Job Description - Human Resources Manager

The Human Resources Manager reports directly to the VP for Finance and Administration/CFO. This position is responsible for developing and executing Merit's talent management strategy. This includes development of talent attraction/retention programs, providing interpretation and consultation on human resources policies and procedures to management and staff, as well as counseling and assisting managers and employees in resolution of problems and grievances. While ensuring that the organization is in full compliance with applicable laws and regulations, the Human Resources Manager works in partnership with the VP for Finance and Administration/CFO in developing, implementing and evaluating HR policies, programs, functions and activities. The position formulates partnerships across the University HR function to deliver value-added service to management and employees that reflect Merit's business objectives.

Essential Functions for this position are followed by an (E). 

As the Human Resources Manager, this position's key responsibilities include, but are not limited to, the following:

HR Operations (50%)

  • Develops, implements and updates HR policies and procedures to be effective and efficient for all involved (E)
  • Work with leadership and staff to develop Merit's culture and increase retention (E)
  • Work with leadership, staff and appropriate University resources to navigate progressive discipline and resolve complex employee relations issues (E)
  • Guide managers during their recruitment efforts for all positions, providing leadership and tools for the applicant screening and interview process (E)
  • Assist hiring managers in writing optimized and effective position postings
  • Provide guidance and input on the career paths of employees, workforce planning, succession planning and business unit restructures (E)
  • Participate in evaluation, monitoring and tracking of training programs to support employee professional development and organizational goals (E)
  • Maintains an understanding of federal and state laws and regulations that affect human resource management (E)
  • Prepares and maintains internal and external reports as requested by manager
  • Develops and maintains Equal Employment Opportunity (EEO) and affirmative action programs; files EEO-1 annually; maintains records, reports and logs to conform to EEO regulations (E)
  • Work with Executive Support Services to ensure HR data in NetSuite ERP system is correct for all forecasting and budgeting cycles during the fiscal year
  • Work with Executive Support Services to ensure the new hire onboarding and off boarding processes for all staff and contractors are complete (E)
    • This includes but is not limited to obtaining relevant approvals, ensuring I-9 compliance, conducting Merit's new hire orientations, conducting exit interviews, following Merit and UM procedures and checklists, following up as needed
  • Maintain high standards of confidentiality of all employee records, transactions and information (E)
  • Stays aware of new HR techniques and trends for the highly competitive technology sector, as well as participating in professional development courses
  • Other duties as assigned

Strategic Initiative Implementation (30%)

  • Develops, implements and leads, while working with management, dynamic recruitment and retention strategies that reflect the business objectives of the organization for all personnel (E)
  • Utilize the annual Balanced Scorecard and related metrics to analyze, generate, evaluate and act on strategic options and opportunities; provide recommendation and support to unit leaders in making business decisions that will positively impact Merit and their departments (E)
  • Develops and manages the performance reviews used throughout the organization to accurately reflect individual contribution and impact on business strategies and initiatives (E)
  • Leads the deployment of strategic HR initiatives throughout the organization (E)
  • Actively participates in Merit's Diversity, Equity and Inclusion (DEI) working group
  • Develops and analyzes ongoing and ad-hoc reports pertaining to employee personnel information and data, including issues such as staffing levels, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc. (E)
  • Leads process improvement initiatives throughout the HR department, including streamlining and improving daily work
  • Cultivates strategic, third-party relationships (recruiters, placement agencies, talent pipeline organizations, etc.) to assist in Merit's talent management strategies (E)

Communication: (20%)

  • Drives positive employee relations by coaching and educating managers, supervisors and employees on HR guidelines, employee engagement, conflict resolution, interpersonal communications and effective team interactions to provide an optimal work environment for all employees (E)
  • Ensures that the Careers portion of Merit's website is updated and work with appropriate Merit staff to develop communication branding and strategies to appeal to various audiences
  • Represents Merit's HR function at various meetings, conferences, job fairs or other events (E)
  • Maintains the Merit HR Confluence web page for staff and manager resources, including procedures (E)
  • Presents HR topic information during monthly staff meetings and at other times as needed (E)
  • Posts job openings at multiple on-line sites/locations, enters data into University employment system (e-Recruit), forwards applicant resumes, records candidate disposition information, and follows up with hiring managers, applicants and UM Shared Services Center (SSC) as needed to ensure all steps are completed in the hiring process (E)

  • Bachelor's degree and at least 4 years of experience as an HR professional, or equivalent combination of education and experience
  • Experience in dynamic recruitment and retention strategy development
  • Experience in working with management to develop and implement strategy to achieve staff and organization goals
  • Experience with resolution of staff problems and grievances
  • Experience in leveraging technology and multiple information sources to provide analysis
  • Commitment to diversity and staff development
  • Ability to exercise discretion and judgment to matters of sensitive or confidential nature
  • Excellent planning skills including the ability to take initiative, work independently and in groups, manage multiple priorities, follow through, and meet deadlines
  • Proficiency in Microsoft Office
  • Knowledge of UM policies and procedures related to human resource management
  • Society for Human Resource Management Certified Professional (SHRM-CP) certification or higher
  • HR Certification Institute (HRCI) Professional in Human Resources (PHR) certification or higher
  • Competency and experience in using the UM M-Pathways systems for human resource functions
  • Proficiency in NetSuite ERP system

Supervisory Responsibilities

This position has no formal supervisory responsibilities. May lead and direct work on projects as necessary.  

Work Environment

This job operates in a professional office environment.

Physical Demands

The physical demands described here are representative of those that must be met by an employee (with or without accommodations) to successfully perform the essential functions of this job.
Employee must frequently work at computer station, answer telephone calls, emails, and/or other forms of customer/client communication. Employee may on occasion be required to move items of various sizes and weights throughout the office or building.


Position Type/Expected Hours of Work

This is a full-time position; the work schedule will be determined by the supervisor and may change if necessary. There may be some occasional work required outside of established schedule, which may include evenings and weekends. Typical work schedule is 8am-5pm, Monday through Friday for most staff.

Travel may be required.
