Essential Functions

  1. 25% Under direction, performs complex, specialized paraprofessional human resources services for the Agency. 
  2. 25% Serves as the Agency’s Payroll Representative performing complex and specialized duties related to payroll and provides technical support regarding state-wide policies and procedures
  3. 15% Prepares payroll supplementals and reversals in accordance with complex regulations and interpretation of Comptroller's rules and regulations.
  4. 15% Performs professional duties for the effective implementation of personnel operation in the areas of timekeeping.
  5. 10% Serves as backup to the Agency’s Benefits Representative with Central Management Services (CMS) Group Insurance, State Employee’s Retirement System, Central Management Services (CMS) Deferred Compensation and Employment Security.
  6. 5% Serves as liaison for employee's Deferred Compensation and State Employee Retirement Systems (SERS).
  7. 5% Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college and one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program

Preferred Qualifications

  1. Working knowledge and understanding of the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, the Comprehensive Employment Plan (CEP), and/or other similar departmental policies, processes, and procedures.
  2. One (1) year of professional experience framing correspondence and reports with grammatical correctness.
  3. One (1) year of professional experience gaining knowledge of Illinois state government and its purposes.
  4. One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  5. One (1) year of professional experience working with personnel-related computer systems, such as the Personnel Examination and Eligibility Records Systems (PEERS), Department of Human Services (DHS) Timekeeping and Payroll system, TimeForce, SAP Human Capital Management Systems or similar, DocuWare, Mobius Printing, Microsoft Teams, Excel and/or Word.

Conditions of Employment

  1. Requires the ability to pass a background check.
  2. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  3. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  4. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
