Unclassified Position pursuant to OAC 5120.382

What You’ll Do:

  • Manages one section comprised of two or more units, with each unit composed of two or more information technology specialists and/or analyst and/or technical staff
  • Owner of ODRC ServiceNow (SN) instance and licensing
  • Provides consultation to agency and business units on SN capabilities and enhancements
  • Supervises Helpdesk Manager (Info Tech Supervisor 2)
  • Leads and provides supervision for the ODRC Video Conference Center (VCC) ensuring delivery of optimal service to meet agency objectives and mission
  • Provides direct supervision for assigned infrastructure specialists
  • Responsible for assessing, designing, monitoring, and maintaining data communication services and equipment at approximately 70 remote locations across the state
  • Communicates work expectations and monitors work progress via daily individual consultations and structured weekly group meetings
  • Responds to and provides work direction to institution infrastructure specialists (Tier 2) and Help Desk staff (Tier 1) on applications, network and system outage issues
  • Assign staff when needed
  • Troubleshoot to determine priority level of outages and level of staff support to resolve issues
  • Responds to outages and provides follow-up with institution infrastructure specialists to ensure issues are resolved timely
  • Establish and monitor application of procedures to ensure agency wide standardization and consistency, (e.g. institution data backup procedure, policy standards)
  • Direct and communicate work expectations and provide direction to contract personnel responsible for technical support to infrastructure team
  • Disseminates and interprets policy and procedures
  • Prioritizes and approves schedules and itineraries
  • Approves requests for leave, overtime, compensatory time, attendance records and travel expenses
  • Identifies training needs and conducts or arranges for training opportunities (i.e. on-the job and in-service)
  • Writes employee goals and completes and conducts timely performance evaluation reviews
  • Responds to EEO complaints and grievances if necessary and conducts investigations and presents at pre-disciplinary hearings of alleged staff misconduct as requested, and initiates disciplinary action if necessary
  • Responds to complaints about staff
  • Conducts staff meetings
  • Screens and interviews applicants, makes recommendations for hire as needed.
  • Represents the agency when attending State of Ohio enterprise conferences, meetings, workgroups, or trainings
  • Attends meetings, trainings and conferences
  • May give presentations and conduct training

Qualifications


8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting; 18 months exp. in performing project management functions as defined in series purpose.



  • Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Power builder, Visual Basic, Pl 1, SAS PCS, Pac base, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 18 mos. exp. in performing project management functions as defined in series purpose.


  • Or 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent. Or in offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 54 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project;12 mos. exp. in utilizing spreadsheet software; 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent.
