EMERGENCY RESOURCES COORDINATOR

Job Summary:

This position functions as the Emergency Response Unit (ERU) response support. ERU is on call 24-hour a day, seven days a week to ensure that all environmental emergencies are promptly addressed. The unit works to minimize injuries, deaths, property damage and threats to the environment from chemical spills, fires, explosions and other pollutant releases.

This position is on call 24 hours a day, seven days a week to respond to Environmental Emergencies.

Job Duties:

  • Coordinates efforts and resources within the Emergency Response Unit (ERU) to respond and investigate hazardous materials/pollutant events or actual or potential threats.
  • Coordinates efforts with ERU members, responsible parties, State contractors, as well as local/county/federal officials to implement remedial actions.
  • Provides Emergency Planning and Community Right-to-Know Act (EPCRA) Program Support by: assisting with oversight and development of the plans and activities of the Arizona State Emergency Response Commission (AZSERC) and 15 Local Emergency Planning Committees (LEPCs); supporting community, industry, government, and academia in planning, release and incident reporting; conducting and participating in workshops; providing oversight and management of databases related to environmental reporting including EPCRA applicable notification and reporting related to spills, facility emergency contact information, and Annual Tier II Reporting.
  • Develops budgets for the ERU team needs and assists in managing the ADEQ Emergency Response Fund (ERF) Grant to ensure that the grants are awarded as per program objectives and design.
  • Ensures the ERU equipment is maintained and calibrated and operational to ensure deployment capable equipment for response calls.


Knowledge, Skills & Abilities (KSAs):

  • Knowledge of principles, practices, and planning tools for hazardous materials pollution control, as applied to the monitoring and regulations of emergency response and recovery activities.
  • Knowledge of safety practices, procedures, and equipment used when responding to hazardous materials spills and emergency response activities.
  • Knowledge of hazardous materials emergency response operations, strategy, and the selection, operation, and assessment of monitoring, evaluation, protective, and sampling equipment.
  • Knowledge of federal and state statutes and agency regulations, policies, and procedures governing hazardous materials storage
  • Skills in operating, maintaining, and repairing a variety of safety, monitoring, and testing equipment.
  • Skills in using standardized sampling and monitoring techniques.
  • Ability to respond to all assigned hazardous materials emergencies
  • Ability to analyze and evaluate a wide variety of technical data to include test results, reports, and plans.
  • Ability to write technical reports, design corrective actions for the mitigation, control, and abatement of hazardous materials incidents.


Selective Preference(s):

  • Bachelor's Degree in fire, emergency, and/or disaster management; alternatively, Bachelor's in Environmental Science or a related field with coursework in chemistry, biology, toxicology, or related. Military experience in Explosive Ordnance Disposal (EOD) or Chemical, Biological, Radiological, and Nuclear (CBRN)/ Technical Escort trained personnel.
  • Hazardous Materials Technician Level Certification
  • Driver's license - Possession of and ability to retain a current, valid state-issued driver's license is required
