Full job description

Worcester Recovery Center and Hospital (WRCH) operated by the Department of Mental Health (DMH) is seeking an experienced Campus Police Officer II. The selected candidate will directly supervise Campus Police, and other security personnel employed by the Department of Mental Health. Assigned to a specified inpatient facility incumbent will supervise police/security functions therein and perform related services throughout the WRCH/Central Mass Area and as assigned by the Chief of Police.



Please Note : This is a full-time, 40-hour position. The schedule is 3rd Shift, 10:00 p.m. to 6:00 a.m. Days off : Week 1 Monday/Saturday, Week 2 Sunday/Thursday.



Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Supervises, coordinates, and participates in the daily activities of the Campus Police, and other security personnel. Ensures that duties are lawfully performed with established law, regulations, policies, procedures, and accepted police practices. Evaluates the performance of subordinate Campus Police and Security personnel. May participate in various committees and work groups relating to environment of care issues.
  • Plans, establishes, and monitors appropriate and uniform police, security, safety, and emergency procedures for the assigned facility and such other security/police operations of the Department of Mental Health in the C.M.A. as determined by the Director of Security. Ensures compliance with laws, regulations, departmental policies, procedures, and protocols, to ensure the safety and protection of employees, clients, visitors, and property. Identifies safety issues and reports safety, and security deficiencies. Proposes action to be taken to correct identified safety, and security deficiencies. Plans and prepares work schedules, assigns subordinate personnel to shifts, special duty assignments, and patrols. Assists in planning and scheduling to ensure adequate personnel coverage at all facilities, and operations utilizing Campus Police Officers, or contract security personnel.
  • Plans, schedules, oversees, documents, and participates in required in-service training as necessary to maintain established State Polices training standards for special police. Plans, schedules, oversee documents and participate in in-service training programs for the purpose of enhancing the expertise, and professional development of all Campus Police Officers, and security personnel. Obtains training, and certifications as necessary to train Campus Police Personnel job related skills, and procedures. Keep records relating training activities.
  • Proposes, develops, and maintains efficient reporting, and record keeping systems. Develops, coordinates, and maintains facility based, and area wide computerized information systems. Develops and maintains computerized statistical reporting systems. Trains, and supervises subordinate personnel in the use of reporting, and record keeping systems. Maintains and accurate inventory of equipment and supplies issued to, or used by, the Campus Police service recommends purchases of appropriate equipment and supplies.
  • Conducts investigations, and ensures appropriate follow-up on all reported incidents, crimes, accidents, or any other matter appropriate for police intervention. Coordinates investigations, and follow-up with other departmental employees employed in a fact-finding role. Communicates with appropriate management personnel, and departmental investigative personnel relative to emergency notifications, and dissemination of information. Ensures that communications and records are maintained and distributed in strict compliance with statutory and regulatory confidentiality requirements. Coordinates with other area supervisory officers to provide for emergency on-call coverage in the absence of the Director of Security.





Required Qualifications:

  • Knowledge of the fundamentals of criminal investigation and criminal procedure.
  • Aware of the methods and procedures followed in the security of buildings and property.
  • Familiar with different procedures, regulations, and techniques to be used in transporting persons under arrest, and in transporting patients.
  • Understand the principles and practices of police administration and the supervision of subordinate police personnel.
  • Skill in operating computers, facsimile machines, two-way radio, equipment, and other related office equipment.
  • Ability to interact with people who are under physical and/or emotional distress.





Preferred Qualifications:

  • Knowledge of the operation and use of computers and automated data management systems.
  • Have relevant training methods and techniques.
  • Aware of principles and practices of management.
  • Acquisition of training certifications for job skills necessary to Campus Police function.
  • Familiar with the location and operation of facilities, sites, and programs operated by, or contracted by the Department of Mental Health





About Worcester Recovery Center and Hospital (WRCH):

Located on over 100 acres in Worcester, Massachusetts, Worcester Recovery Center and Hospital (WRCH) is part of an integrated network of effective, efficient and culturally competent mental health services. It provides intermediate and long-term inpatient care for individuals with serious and persistent mental illness who live in Massachusetts, as well as individuals requiring specialized court ordered evaluations.

WRCH provides inpatient services to 290 adults, inclusive of a Deaf Inpatient Mental Health Service, and 30 adolescents on the ACCU.

Qualifications

Minimum Entrance Requirements:


Applicants must have at least (A) two years of full-time, or equivalent part-time, experience in a governmental police force or in law enforcement work, or (B) any equivalent combination of the required experience and the substitutions below.


Substitutions:


I. An Associate's degree with a major in police science, law enforcement or criminal justice may be substituted for a maximum of one year of the required experience.*


II. A Bachelor's degree or higher, with a major in criminal justice, police science or law enforcement may be substituted for the required experience.*



  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Possession of a current and valid Massachusetts Motor Vehicle Operator's License.


Appointee must be eligible for appointment as a special police officer under Chapter 22C, Section 60 (DPH) and Section 59 (DMH & DMR) of the Massachusetts General Laws.
