This position works a hybrid schedule which is a combination of working onsite on Campus and Remote.

DESCRIPTION

Under the direction of the Senior Director, HR Strategy & Policy, the incumbent functions as a resource and leader in the role of HR Investigator. The incumbent will take the lead in ensuring that UCSD has comprehensive processes for investigations within Human Resources purview. Ensures alignment with federal and state laws, and University policies and procedures. Provides guidance to other HR professionals engaged in investigative activity. Incumbent will be expected to receive high level oversight on assignments with general instruction provided on new or more complex investigative work and execute without further direction from the Senior Director, HR Strategy & Policy.

As part of the investigatory process, the incumbent will be expected to conduct inquiries into a variety of staff, non-protected category employment mattes. These matters may include, but are not limited to, the UC Policy on Abusive Conduct, PPSM 70 and other formal complaints made by staff employees. The incumbent will be expected to engage in extensive fact finding and write reports and analysis related to the inquiry. Incumbent will be responsible for offering advice and insight into possible follow-up actions related to investigatory inquiry. Incumbent will exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

Incumbent will coordinate with partners across the campus to ensure that investigative effort is not duplicative and/or overlapping. Partners include the Office of Ethics and Compliance, OPHD, Research Affairs and Office of Student Conduct.

Incumbent will use mediation experience and knowledge to help staff employees and/or supervisors mediate disputes that are not appropriate for investigatory inquiry.

QUALIFICATIONS

  • Advanced knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

  • Demonstrated broad and thorough knowledge of University ethics and compliance policies, procedures and programs.

  • Ability to apply appropriate policies and practices in the completion of ethics and compliance assignments. Skills in critical decision making.

  • Ability to extract, verify, compile and develop recommendations related to ethics and compliance programs, issues, policies and procedures.

  • In-depth abilities in collaboration, facilitation, and strategic and creative thinking.

  • Thorough understanding of the interrelationship of procedures and desired results.

  • Excellent interpersonal and problem solving skills to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.

  • Ability to present complex issues in a clear and concise manner, both in writing and verbally for presentation or review by senior leadership.

SPECIAL CONDITIONS

  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
