What You Will Do*:

In Construction, supervises a minimum of 2 employees which must include one Transportation Engineer 3 (e.g., lower level Transportation Engineers, Transportation Managers, Highway Technicians, Project Inspectors, Account Clerks & other project personnel)engaged in the construction project sequence; provides direction & support; establishes performance goals & monitors performance & provides feedback; coaches & provides developmental opportunities; conducts performance evaluations; approves & monitors leave; recommends discipline. Serves as Engineer of Record to administer assigned construction contracts; oversees construction sequence to ensure compliance to contract specifications & a consistent level of quality is delivered on schedule & within project budget; develops, implements & monitors short & long term goals related to the execution of the construction project sequence; retrieves, reviews & analyzes construction data (e.g., cost estimates, pay book documentation, daily inspector reports, material test results) entered in the computer utilizing the Construction Management System (CMS); generates reports & presentations utilizing computer & computer software (e.g., Microsoft Word, Excel& PowerPoint); evaluates contractor’s performance utilizing C-95 form; advises District Construction Engineer on status of construction projects; ensures conflicts do not arise among parties involved in construction project sequence (e.g., contractors, utility officials, property owners, government officials & traveling public). Provides budgetary information to supervisor; researches & makes recommendations to assist with long range planning; evaluates section engineering policies & recommends revisions; interprets & enforces departmental policies & procedures & safety practices. Signs plans &/or other engineering documents as registered professional engineer.

Serves as lead technical liaison in assigned geographical area to District Planning & Engineering, Highway Maintenance, Business & Human Resources, Central Office Construction, Federal Highway Administration (FHWA), & other governmental jurisdictions (e.g., performs constructability reviews; provides technical engineering support to county facilities; ensures input is considered as scope of services are developed for projects; participates in long term planning process for future construction & maintenance operations; coordinates with County Managers & other TE4’s to determine construction project staffing requirements based on project workload, maintenance workload, & available resources).

Independently generates & signs name to correspondence (e.g., inquiries, investigations, acknowledgements) to consultants, government agencies & officials, contractors, consultants, private industry, & general public on matters related to area of authority. Visits project sites to review progress. Conducts investigations on project related complaints. Travels to &/or meets with officials from Central Office, Federal Highway Administration, local governments & consultants in periodic & final project inspections for project acceptance & to present Department’s position & offer recommendations of acceptable alternatives where established policy does not apply. Attends & conducts project meetings & serves on various committees as assigned.

Performs miscellaneous duties to facilitate the operational efficiency of the work unit (e.g., reads publications & manuals to keep pace with changes in technology, industry standards, regulations & procedures; maintains & updates project files; attends training, conferences, & meetings; provides training on work related procedures & technological changes).

Qualifications


Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.



  • Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

  • Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

All exempt promotions are required to serve a 6-month probationary period.

This position is Overtime Exempt per FLSA standards.This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.
