Job Description - University Registrar

Job Description:

The University registrar provides leadership and oversight for the maintenance and integrity of all student academic records, all areas of student registration and the recording and reporting of grades, transcript evaluations, information reporting, compliance with FERPA regulations, required audits of student enrollment and completion, and the establishment and maintenance of processes for the equitable and consistent administration of policies and procedures as they relate to academic record keeping. The registrar supports the creation and maintenance of course schedules, university catalogs, and graduation.

The ideal candidate will be both detail and process-oriented and will possess the skills necessary to manage and analyze a range of quantitative and qualitative information. The registrar is actively engaged in university data processes, identifying enrollment issues and trends and supporting accreditation activities. This role requires a unique combination of analytic ability, systems thinking, and interpersonal skills. This role works collaboratively with several university stakeholders to include Academic Department Chairs, Office of Institution Research, Academic Operations Staff, and The Community Solution Academic Affairs team. The registrar is considered a university leader and reports to the Provost and Chief Academic Officer.

Essential Function and Responsibilities:

Leadership and Communication

  • Provides timely, effective services and communications with all students, university units, and other stakeholders.

  • Supports curricular innovation and change processes by working closely with department chairs, deans, Academic Affairs Leadership Council, and others in developing appropriate pathways to accomplish curricular and policy-related outcomes.

  • Works with Academic Affairs and Student Life in creating the academic calendar, maintaining accreditation, and planning major academic events (University Learning Experience & Commencement, etc.)

Student Records and Systems Management

  • Oversees the implementation and effective use of systems for student information, degree audit, and enrollment management.

  • Provides leadership as the key liaison to IT for issues pertaining to all services provided by the Registrar's Office including the development and maintenance of computerized records and registration systems.

  • Provides strategic input and develops recommendations for the implementation of related technology applications in support of enhanced services for students, faculty, and staff.

Policy Enforcement and Compliance

  • Ensures compliance with academic, regulatory, and accreditation policies in the collecting, recording, maintaining, and reporting of student records

  • Maintains knowledge of current regulations, trends, and best practices through active engagement in professional organizations such as AACRAO and IACRAO

  • Serves as primary administrator of the Family Educational Rights and Privacy Act (FERPA) for the institution and shares School Certifying Official (SCO – VA benefits) duties with the SCO

  • Authorizes transcripts and verifications of enrollment and graduation/fulfillment of academic program.

Academic Planning, Scheduling, and Registration Services

  • Directs course scheduling, catalog updates, registration, transfer coordination, graduation application, record storage, and reporting.

  • Collaborates on transfer transcript evaluation and articulation agreements.

  • Approves Change of Major, Extension of Incomplete Grade Deadlines, Late Add/Drop, and routine exceptions

  • Collaborates with academic departments and faculty to develop the annual class schedule, coordinate course offerings, and optimize allocation of educational resources.

  • Coordinates with academic departments, faculty, and academic advising to support degree progression/completion.

  • Evaluate student program plans at appropriate milestones and provide feedback on path to degree completion.

  • Work with re-entry students/academic departments/advising to establish updated program plan.

  • Monitor and maintain active and inactive student records including Leave of Absence and Withdrawals. Notify appropriate administrative offices of changes in student status.

Qualifications:

  • Five years of administrative experience in a registrar’s office

  • Bachelor’s degree plus experience.

  • Knowledge and understanding of federal, state, and agency rules, regulations and reporting requirements.

  • Demonstrated technical expertise in the development and operations of a student information system.

  • Excellent analytical and problem-solving skills.

  • Demonstrated ability to develop and maintain productive relationships with staff, administration, students, and faculty

  • Ability to maintain confidential records.

  • Ability to work remotely with occasional required travel.

Preferred Qualifications:

  • Two or more years of experience serving as a University Registrar.

  • Advanced degree, particularly in Academic Administration.

  • Experience or interest in accreditation processes and reporting.

  • Experience or interest in creating dashboards using Power BI.

  • Demonstrated skill in working collaboratively with a wide range of stakeholders with differing goals and priorities; experience building working relationships in various areas, including higher education or corporate settings.

  • Experience using Anthology Student Information System.
