Job Description and Duties

The California Department of Human Resources (CalHR) has implemented the requirement that all state employees attest to their vaccination status. Employees are required to indicate whether they are vaccinated, unvaccinated, or if they choose not to disclose their vaccination status. As an additional health and safety standard to protect the state workforce and the public it serves, CalHR is also implementing COVID-19 testing of all state employees working on site (including field sites) if they are unvaccinated, vaccinated but choose not to provide documentation, or choosing not to disclose their vaccination status. Any employee seeking exemption from COVID-19 testing or wearing a face covering must provide evidence of vaccination. Salary information – CalHR salary rules allow appointment at the entrance rate (599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Special Requirements

In order to be considered for this position, you must include the following:

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The successful candidate will demonstrate many of the following:

  • Excellent written and verbal communication and interpersonal skills, including a high level of proficiency in English grammar;
  • Customer service experience;
  • Strong organizational skills and the ability to set priorities to meet deadlines;
  • Experience working effectively with all levels of staff, management, outside governmental agencies, and the public;
  • Experience working independently while handling multiple complex assignments;
  • Experience researching and reviewing complex scientific literature to inform water quality decisions;
  • Experience conducting limited fieldwork and travel as needed;
  • Experience performing engineering evaluations and related research;
  • Strong problem-solving and data analysis skills; and
  • Working knowledge of computer applications such as Microsoft Word, Outlook, PowerPoint, Excel, and Access.

Knowledge/experience with the following is also desirable:

  • California environmental policy/guidance/permitting documents, including but not limited to: California Water Code, Basin Plans, Waste Discharge Requirements, Environmental screening levels, Low-threat underground storage tank closure policy, Soil vapor guidance;
  • Soil, soil vapor, and groundwater remediation processes and equipment;
  • Environmental site assessment processes, tools, data analysis and interpretation;
  • Collection and interpretation of analysis of soil, soil vapor, groundwater, surface water, sediment, and indoor air samples;
  • Emerging and traditional contaminants, e.g. – perfluoroalkyl substances (PFAS), 1,2,3-trichloropropane (TCP), tetrachloroethylene (PCE), trichloroethylene (TCE), petroleum hydrocarbons, metals, pesticides, etc.
  • Preparation and review of technical environmental assessment and corrective action reports;
  • Piper/Stiff diagrams and statistical methods for evaluating water quality data;
  • Groundwater monitoring well design, installation, and drilling methods in a variety of geologic conditions;
  • Evaluation of design of soil and groundwater remedial systems;
  • Knowledge and experience with GeoTracker, GAMA, and other environmental databases; and
  • Evaluation of environmental and hydrogeologic model outputs

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than 2 pages in length, using (12 pt font and normal margins).

Include:  A narrative that describes your interest and suitability for the specific position described.  Include and describe your experience in the following specific areas (such experience is desirable, but not required):

  1. California environmental policy/guidance/permitting documents, including but not limited to:  Environmental water quality goals/screening levels, Low-threat Underground Storage Tank Closure Policy, soil vapor guidance, Central Valley water quality issues
  2. Water Quality Assessment/Protection
  3. Emerging and common contaminant/pollutant familiarity, e.g. – perfluoroalkyl substances (PFAS), 1,2,3-trichloropropane (TCP), tetrachloroethylene (PCE), trichloroethylene (TCE), petroleum hydrocarbons, metals, pesticides, etc.
  4. Environmental site assessment processes, tools, data analysis, and interpretation
  5. Soil, soil vapor, and groundwater remediation processes, equipment, and systems
  6. Soil vapor extraction/soil vapor intrusion design/data analysis 
  7. Analysis and evaluation of monitoring data 
  8. Groundwater extraction systems and sampling procedures 
  9. Soil and groundwater contamination investigations 
  10. Other experience applicable to the duties described in the Duty Statement
