Youth Behavioral Health Liaison

Location: Cape Girardeau, MO - Services CCC Catchment Area
Full Time Position: Monday - Friday: 8:00am-4:30pm - Note: Position would require employee to participate in crisis on-call rotation (rotation is typically 3/12 months of the year)
Base Pay: $18 - 20.40/hour dependent upon relevant education and prior experiences

Minimum Required Qualifications:

A Bachelor’s degree in a human services field including, but not limited to: social work, psychology, nursing, education, criminal justice, recreational therapy, human development and family sciences, counseling, child development, gerontology, sociology, human services, behavioral science, and rehabilitation counseling

  • OR any four- (4-) year combination of higher education and qualifying experience
  • OR any four- (4-) year degree and two (2) years of qualifying experience
  • OR an Associate of Applied Science in Behavioral Health Support degree from an approved institution
  • OR four (4) years of qualifying experience (i.e., delivery of services to individuals with mental illness, substance use disorders or developmental disabilities.
  • OR a Qualified mental health professional (QMHP)
  • OR aQualified addiction professional (QAP)

Must hold or obtain by start date, MO Class E Driver’s License (Class D for IL Residents), and proof of continuous auto insurance. Must also meet CCC’s Motor Vehicle Record standards policy and have reliable transportation.

Job Summary:

The Youth Behavioral Health Liaison (YBHL) plays a crucial role in coordinating services for youth and families with behavioral health needs. Working closely with Children’s Division, Juvenile & Family Courts, law enforcement, and inpatient hospitals, the YBHL serves as a service connector. They link youth with co-occurring mental illness, substance use, and/or developmental disabilities to available services through community partners. As part of a person-centered integration team, the YBHL collaborates with local systems to coordinate care for individuals experiencing behavioral health crises.

Position Specific Essential Functions:

  1. Establish Relationships: Build ongoing relationships with schools, juvenile offices, courts, and Children’s Division.
  2. Coordinate Services: Work with local systems of care to coordinate services for children and youth with behavioral health needs.
  3. Resource Access: Coordinate and access appropriate resources within the crisis continuum.
  4. Crisis Intervention: Participate in local Crisis Intervention Teams (CIT) or other initiatives to assist law enforcement in working with individuals with behavioral health needs.
  5. Professional Development: Attend monthly conference calls, webinars, and face-to-face meetings/trainings.
  6. Quarterly Meetings: Attend all quarterly YBHL meetings coordinated by the Missouri Behavior Health Council (MBHC) and the Department of Mental Health (DMH).
  7. Documentation: Maintain accurate documentation according to clinical policies and procedures, DMH, CARF, and other federal or state programs per agency standards.
  8. Collaboration: Act as a member of a multi-disciplinary team.
  9. Transportation: Responsible for transporting clients in agency and/or personal vehicles as necessary to meet program requirements.
  10. On-Call Schedule: Participate in the on-call schedule rotation for after-hours crisis calls.

  2. Compliance: Adhere to all policy and procedures.
  3. Training: Complete all required training.
  4. Collaboration: Work cooperatively with other departments and community members.
  5. Meetings: Participate in all required meetings as determined by the supervisor or agency.
  6. Additional Duties: Perform other duties as assigned.
