Community Planner

Duties

As a Community Planner, you will :

• Works with State Departments of Transportation and Metropolitan Planning Organizations in the development of Statewide Transportation Improvement Program (STIP) and the Transportation Improvement Program (TIP) documents, assists MPOs in decision-making regarding local/regional transportation planning, and local/regional freight transportation.
• Works with the Maritime Administration, State DOT and MPO staffs, and Federal Advisory Councils to incorporate maritime transportation into the development of transportation planning processes, programs, and products, as well as to incorporate ports into local, regional, and national transportation system planning efforts.
• The employee serves as the authoritative resource for the agency relative to technical advice on overall management of port and intermodal transportation, port readiness, marine highways, and MARAD and DOT programs and policies. As an expert technical authority responsible for administrative matters relative to the Gateway function, responsibilities involve solving significant problems complicated by interfaces and inter-relationships between and among programs, systems, functions, policies, and numerous critical issues.
• Determines and assists in the analysis of port impacts resulting from utilization of public/private financing options and provides recommendations to the Agency’s program office. Analyzes new or changed port requirements and recommends changes to federal community planning programs and/or policy.
• Develops and maintains knowledge of surface transportation programs that cultivate access to marine terminals, ports, and other intermodal facilities.

The ideal candidate is a mid-career transportation planner with experience at a port, state, region, or local government. Candidate will have experience in intermodal freight (maritime preferred) logistics/planning and be proficient in applying a wide range of concepts, laws, policies, practices, methods, and techniques to address complex freight planning issues and solutions including discretionary grants. Candidate must be able to exhibit sound judgment, be able to work well with others and be able to communicate and coordinate outreach activities to maritime stakeholders.

CONDITIONS OF EMPLOYMENT:

• PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
• TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.



To qualify for the Grade 12 , you must have at least one year of experience equal or equivalent to the GS-11 it must include:

• Experience with planning concepts, principles, and practices and the skills sufficient to apply this experience to the development of new methods, approaches, and procedures to accomplish all aspects of community/installation planning.

• Experience with engineering and planning disciplines sufficient to provide counsel on planning activities.

• Experience in planning and monitoring large-scale projects so as to assure compliance with applicable objectives, standards, and requirements.

To qualify for the Grade 13 , you must have at least one year of experience equal or equivalent to the GS-12, it must include:

• Experience with planning concepts, principles, and practices and the skills sufficient to apply this experience to the development of new methods, approaches, and procedures to accomplish all aspects of community/installation planning.

• Experience with engineering and planning disciplines sufficient to provide counsel on planning activities.

• Experience in planning and monitoring large-scale projects so as to assure compliance with applicable objectives, standards, and requirements.

• Experience with other related engineering and planning disciplines sufficient to provide counsel on planning activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Transportation-Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits.
• Research-Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Technical Competence-Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
