Duties

As a SUPERVISORY IT SPECIALIST (PLCYPLN) (T32) with the Texas National Guard, your duties will include, but will not be limited to:

  • Responsible for operational training and mission accomplishment of multiple diverse squadrons, with a drill status guard military population typically in excess of 900 personnel located across several states, comprised of multiple units whose installations are geographically separated. Accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, environmental compliance and real property management.
  • Determines unit goals and establish the foundation for short and long range planning and execution of all unit programs - directly and through subordinate staff officers and aligned detachment commanders. Formulates policy and provides command perspective for mission and programmatic changes affecting the Headquarters and/or aligned units. Provides focus for all unit functions and activities.
  • Responsible for managing the Group wartime mission training program. Ensures Unit Type Code training meets requirements and achieves combat readiness objectives. Ensures Group augmentation personnel are combat ready to support an AFFOR/AOC. Maintains mission readiness and complies with service directives as validated by the Unit Compliance Inspection process by the MAJCOM Inspector General and other reviewing agencies.
  • Responsible to ensure the availability of mission capable AFFOR/AOC augmentation UTCs, for aligned capabilities which includes Communications-Electronics, Engineering Installation, Space Operations, and/or Air Traffic Control. Ensures Group assets are ready to meet training and Air Force contingency requirements. Monitors adequacy of maintenance, supply management, and equipment repair processes. Assures timely notification of higher headquarters and concerned agencies when potential system wide Communications-Electronics, Air Traffic Control, Engineering Installation, or satellite equipment deficiencies are identified.
  • Responsible for formulating, justifying, presenting, and executing multi-million-dollar Operations and Maintenance, Military Personnel and Environmental Management budgets, including both federal and state appropriated funds. Ensures logistics plans, supply inventory levels, and stock fund authorizations are adequate to support unit activity levels and meet mobilization/mobility and wartime requirements. Ensures the propriety, accuracy and timeliness of procurement/contracting and payroll activities.
  • Responsible for the management of the Group real property management program, which includes facility planning and construction, facility maintenance and repair, facility utilization and modification, land use planning, future mission planning, and environmental compliance. Develops Installation Master Plans, negotiates and approves host-tenant agreements, lease agreements, and facility licenses with both military and civilian agencies.
  • Responsible for the management of the Group environmental compliance and management program directly and through subordinate staff officers and detachment commanders. Responsible for environmental compliance with all applicable Federal, State and local policies.
  • Responsible for developing and implementing a variety of federal, state, and local programs to ensure mission effectiveness, including hazard abatement programs; fraud, waste, and abuse programs; health and fitness programs; public affairs programs; and contingency response programs.
  • Performs the full range of second level supervisory duties and responsibilities. Directs, coordinates, and oversees operations within the Group Headquarters through a subordinate staff of supervisors or work leaders. Ensures manpower authorizations, grades, and specialties are adequate for assigned missions. Maintains military and full-time strength through effective recruiting and retention programs. Ensure currency and relevance of aligned units. Coordinate with National Guard Bureau, Air Force Major Commands, and other operating agencies in order to confirm unit operational capabilities are compatible with Air Force, Joint Service, and National Agency requirements.
  • Ensures proper and adequate security to safeguard people, property, weapons, ammunitions, and assigned tactical Combat Communications, Engineering Installation, Space Operations, and Air Traffic Control systems and equipment. Develops Resource Protection Plans identifying high value/high risk assets, evaluating potential threats, and establishing levels of protection.
  • Ensures implementation of functional station information systems plans to safeguard sensitive data, communications and data processing equipment, and computer services.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership the Texas National Guard and wear of the military uniform.

  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M

Qualifications

Specialized Experience Required:



To qualify at the GS-13 level , you must have at least 1-year specialized experience equivalent to at least the next lower grade GS-12 with specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. AND Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. AND Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. AND Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. AND Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
