Job Description Primary Purpose
The Project Procurement Manager is responsible for managing and leading supply management activities directly in support of multi-billion-dollar, Liquefied Natural Gas (LNG) projects, from initial development until operations phase of new facilities. This includes supporting engineering and construction (E C), indirect, and operations with the sourcing, contracting and management of the procurement of complex services, materials, supplies, and equipment (e.g., permitting, studies, surveys, site and resource assessment, design, and engineering, etc.) directly related to the development of new LNG facilities. Provides oversight and management of the major contracts related activities as well as interfacing and monitoring activity progress for the Management Team. Develops, maintains, and manages the global network of qualified suppliers used for the project. Collaboratively works across the company with a diverse team to solve a wide range of problems related to procurement functions and engages key business stakeholders to drive and improve service levels directly related to a capital LNG projects. Duties and Responsibilities
  • Develops and leads a team to manage the procurement lifecycle of large liquefied natural gas (LNG) projects and provides support for all project related procurement activities. Manages performance and workload of project procurement team members. Develops team goals to align with the strategic objectives of the project and team.
  • Leads the development and maintenance of a procurement plan and works with project team members to support the needs of the project. Develops and implements procurement related protocols including, but not limited to, project procurement procedure, supplier approval guidelines, processes, and provide training to the stakeholders. Develops and integrates procurement tools, templates, methods, processes and assess and supports customers/stakeholders needs.
  • Collaborates with subject matter experts and project leadership team to advise on direct procurement progress and plans, major contractor procurement oversight and performance, as well as, if applicable, customs clearance and freight forwarding strategies, challenges and execution.
  • Identifies early opportunities for RFO (ready of operations) supply chain strategy. Proactively identifies RFO key stakeholders and leads RFO procurement discussions, develops RFO procurement plan, identifies opportunities for synergies across the project, and existing and new facilities, as well as various legal entities. Manages procurement claims, including engaging legal, and outside experts and resolve contractual disputes.
  • Provides strategic direction on supply chain management items. Presents supply chain management progress and strategy to leadership. Prepares presentations and meets regularly with leadership and stakeholders on supply chain issues associated to a capital project. Proactively identifies savings/value opportunities throughout the lifecycle of the project. Identifies contractual risks and issues, suggests alternatives that lead to a best solution.
  • Ensures all purchasing activities are conducted in accordance with proper procedures and protocols.
  • Executes, leads and/or assists with major sourcing initiatives when applicable.
  • Works with audit to conduct audits of contractors, contracts and procurement associated to major capital projects.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications Education
  • Bachelor's degree in supply chain, business administration, accounting, finance or equivalent required. Master's degree preferred.
Experience
  • 10+ years of prior procurement, contracting, capital procurement and logistics experience required.
  • 5+ years of contract management experience on mega projects required.
  • 3+ years of managing a team of direct reports required.
  • LNG experience is a plus.
Knowledge, Skills and Abilities
  • Leadership skills with the ability to coach and develop the Procurement Team.
  • Possess comprehensive knowledge of general corporate business practices, government and commercial contracting regulations and principles, subcontracting practices, and accounting and finance principles.
  • Strong contracts negotiation skills.
  • Ability to resolve contracts and pricing issues.
  • Ability to advise and interact with all levels of management.
  • Ability to develop strong relationships with peers, senior leadership, business stakeholders and suppliers.
  • Knowledgeable on commercial items impacting the project, including market conditions, exchange rates and commodities.
  • Strong presentation skills.
  • Experience with day-to-day management of complex outsourcing arrangements.
  • Excellent oral and written communication and negotiation skills.
  • Proficiency using Microsoft Office software.
Licenses and Certifications
  • Certified Federal Contract Manager (CFCM) preferred.
  • Certified Commercial Contract Manager (CCCM) preferred.
  • Certified Professional Contract Manager (CPCM) preferred.
Other Qualifications
  • National Contract Management Association (NCMA) or International Association for Contract and Commercial Management (IACCM) membership.
