Official Position Description:

In the Division of Construction Management, Office of Contract Sales, independently researches, evaluates & plans a comprehensive portfolio of contracts & purchasing based on past performance, future needs & strategic direction. Supports customers (e.g., internal customers & external customers such as vendors, local governments, other state agencies) through streamlining &/or reengineering contract purchasing & construction contracting processes. Leads supply chain market & supplier research activities for each contract across the portfolio of contracts; conducts supplier surveys to assess market, cost, & supply trends for the commodity/service being acquired. Independently researches, plans, executes & monitors procurement & contract administration activities across all of ODOT's program areas pursuant to Ohio Revised Code (ORC) 5513 & addresses procurement needs & modernization. Analyzes contract & purchasing processes to determine opportunities for efficiencies through implementation of Information Technology (IT) solutions. Identifies & assists in developing contract quality/performance standards; identifies spending trends & cost trends & evaluates risk in each area. Delivers complex procurement activities across all ODOT program areas for a variety of goods & services related to highway, facility, aviation & maintenance. Uses a computer & related software (e.g., Visio) to document purchasing processes. Serves as lead user for the online procurement system to be used by state agencies (e.g., Ohio Buys System). Assists in the functioning of the construction contract processing system.

Utilizes a computer & related software (e.g., Microsoft Excel, Microsoft Access) in the review of bidding files, awards, & purchasing contracts; maintenance of data sets (e.g., contact information for external customers); analysis, data mining, creation of charts, graphs, & reports & querying data. Utilizes computer & related software (e.g. Salesforce, AASHTOWare Project, American Association of State & Highway Transportation Officials (AASHTO) Civils Rights & Labor, Bid Express, Salesforce data loader) & ODOT database systems (e.g., Construction Management Reporting System (CMRS)/SiteManager, SiteExchange, Appropriation Accounting (AA)) to assist internal & external customers with questions, review awarded contracts, communicate with subcontractors, refer to information. Attends training & seeks expertise regarding procurement related software, concepts, & regulations. Performs other work-related duties as assigned.

Qualifications


42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.

  • Or completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.
  • Or Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
  • Or 24 mos. exp. as Sourcing Analyst, 64512.
  • Or 12 mos. exp. as Senior Sourcing Analyst, 64513.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
